Hard to tell what the real back story is here. My guess is that Rove is leaving and had planned on leaving at this point all along. I would further speculate that attaching the bipartisanship angle to Rove's long planned for departure is simply an attempt to tack on political points for free.

Bush isn't running for office, nor is he involved in an off-year election anymore, so Rove is free to work for actual candidates now.
