I don't know all about NYS vital statistics, but if NYC is under the jurisdiction of the state, as are all other municipalities in New York, then birth certificates are "STATE records generated by a municipality." NYC would be under the STATE Dept. of Health, and then would be required to go by STATE rules.
If this is the case, what NYC is doing is at the least meaningless, and at the most totally illegal.

The liberals do have a certain, sick, logic, in the way they go about getting things to go their way.
True, but legislators meaning to counter liberals must practice foresight and wisdom in authoring laws so they accomplish what is intended without presenting loopholes. This is especially important when the legislation under consideration would amend the constitution. The constitution would be made a mockery if the amendment process becomes a collection of amendments meant to address one issue. If they will not do the complete task leave it alone so more capable persons can tend to it.

Yes. The labs must report a1c test results of city residents to the NYC Health Department - as if diabetics had some communicable disease like AIDS.
