SEOUL: Communist North Korea accused Japan Wednesday of gearing up for war as Tokyo pressed the UN Security Council to punish Pyongyang for its nuclear test.
Japanese "reactionaries" are preparing to upgrade the Defence Agency into a ministry and set up a "strategic planning office" inside the agency, the government newspaper Minju Joson said in a commentary.
"This is nothing but moves to convert Japan into a military power and round off the preparations for a war of aggression overseas," said the commentary carried by the official Korean Central News Agency.

People over here are already being taxed ( hidden taxes abound ) to the hilt , and now the government is talking about raising the national sales tax ( now 5% ...but that is 5% of every good and service inc. apt. rentals and medicine and hospital bills and food ...you get the picture ) . Supposedly the social security system is in trouble ( sound familair ? ) ...but I bet they want the added dough for military purposes ...just can't say that now as doves still are the majority in Japan ...
Amazing, that they're limited to 1% of GDP on defense spending, yet their Navy is 2nd or 3rd in the world.

And developing nuclear weapons is not "gearing up for war?" One characteristic of a totalitarian leader is to act as of there should be no accountability and no consequence for their actions. There will be lots of consequence for N. Korea's actions.
That's because Japan is a small piece of land surrounded by the sea.
What do they need tanks for ?

Japan will block N. Korean ships from entering ports, to impose additional sanctions

IIRC, Fox said today (on the Chiron?) that South Korea was preparing for "Atomic Warfare," or something like that.
