Very telling. Implies that everyone was afraid to give the order lest they be blamed for failure ala Janet Reno. Shows how the Clinton White House played the blame game instead of taking responsiblity.

I'm trying to figure out these film "stops". It looks like they were going to edit and didn't.
I think this last scene was cut down some, but the edit didn't change the gist of it.
