After all, what's the point of evacuating and diminishing the Productivity of New Socialist Labor until you are sure the test has failed. ;)

Probably most of the DPRK civilians in that area are family members of military all throughout that part of the Province, who themselves are involved in nuke warhead and missile propulsion technogies...or support personnel. They could not care less about them, yes, but they would evacuate them as the 'time' approached.

Since when did North Korea care about the welfare of its citizens? That was my immediate first thought when I read the title.

Since when did North Korea care about the welfare of its citizens? They don't care so much -- if at all -- about their health, they care that they do not become witnesses of anything important.

Since when did North Korea care about the welfare of its citizens? They don't - they probably don't want the "riff-raff" messing up the show.

The more North Koreans that die from this will mean less slave labor for lil' Kim to use building more supplies for his army.

Since when did North Korea care about the welfare of its citizens? I have no doubt they'll round up quite a few citizens to act as guinea pigs to test the radiation effects.

Well they keep unloading the free rice that Uncle Sam sends for them.
