INDIAN RIVER COUNTY A 45-year-old Vero Beach woman accused of having a sexual relationship with a boy since he was 8 years old was arrested Tuesday and held without bond at the Indian River County Jail. Elizabeth Filsell, 45, was arrested about 4:30 a.m. and charged with two counts of capital sexual battery on a child.
Sheriff's detectives started to investigate Filsell on Monday evening after a man reported the boy, now age 14, was attempting to pull swimsuits off of other children while swimming in a pool earlier in the day, according to the arrest affidavit. The man's daughter, who was supervising the children ages 5 to 11, also said the boy's "inappropriate behavior" continued when he made sexual comments to the other children, the affidavit stated.
Troubled by the alleged incident and insinuations the boy made about having sex with Filsell, the man called the state Department of Children and Family Services, which later contacted the Sheriff's Office.
During their investigation and interviews, detectives reported the boy told them "on numerous occasions" that he had sexual contact with Filsell, the affidavit stated.
Initial reports indicate Filsell, a housekeeper for a local hotel, eventually admitted to having sexual contact with boy since he was 8 years old, according to the affidavit.
Detectives allege the contact increased throughout the years and reported she had sex with him when he was 11. An acquaintance of Filsell even told deputies about an "unusual incident" he noticed earlier in the week when Filsell and the boy were in bed together, the affidavit stated.
Sheriff's Capt. Mike Dean said detectives worked throughout the night to investigate the incident.
"She (Filsell) made some incriminating statements that led to the probable cause arrest," said Dean. "It wasn't one single acts, but multiple acts leading to multiple counts. The child is now in a safe environment."
Anna Pullens, who did housekeeping with Filsell for several years, said she never noticed any type of inappropriate behavior while at work. Hotel managers echoed Pullens' remarks.
"She was a really nice person to work with," said Pullens. Filsell is scheduled to have her first appearance in court today.

Interesting observation. Historically, woman are much less apt to commit crimes against man, e.g. assault, murder, serial murder, rape, etc. Woman mostly stick to greed crimes.
Perhaps the statistics have an anomaly in them..
In which case you ask their guide dog to slap some sense into them.
