Tehran & Damascus Move to Lebanon Lebanon-born Walid Phares is a senior fellow at the Foundation for the Defense of Democracies. Author of the recent book Future Jihad, he was also one of the architects of 2004’s United Nations resolution 1559, which called for the disarming of Hezbollah. NRO editor Kathryn Lopez recently talked to Phares about what’s going on in the Mideast, what happened to the Cedar Revolution, and this war we’re all in.

Kathryn Jean Lopez: What is “Future Jihad”? Are we seeing it in the Mideast now?

Walid Phares: “Future Jihad,” which has already begun, refers to a new and potent form of Islamic terrorism, characterized by a Khumeinist-Baathist axis. These are the two trees of jihadism, so to speak — the Salafism and Wahabism embodied in al Qaeda and the sort of jihadism led by Iran and also including Syria, Hezbollah, and their allies in Lebanon.

The alliance has not been in entire agreement as to strategy. The al Qaeda branch began its “Future Jihad” in the 1990s; its efforts culminated on 9/11 and have continued explosively since then. The international “Salafists” aimed at the U.S. in the past decade in order to strengthen their jihads on various battlefields (Chechnya, India, Sudan, Algeria, Indonesia, Palestine, etc.). “Weaken the resolve of America,” their ideologues said, “and the jihadists would overwhelm all the regional battlefields.”

As I argue in Future Jihad, bin Laden and his colleagues miscalculated on the timing of the massive attack against the U.S. in 2001. While they wounded America, they didn’t kill its will to fight (as was the case, for instance, in the Madrid 3/11 attacks). I have heard many jihadi cadres online, and have seen al Jazeera commentators on television, offering hints of criticism about the timing. They were blaming al Qaeda for shooting its imagined “silver bullet” before insuring a strategic follow up. But bin Laden and Zawahiri believe 9/11 served them well, and has put a global mobilization into motion. Perhaps it has, but the U.S. counter strategy in the Middle East, chaotic as the region currently appears, has unleashed counter jihadi forces. The jury is still out as to the time factor: when these forces will begin to weaken the jihadists depends on our perseverance and the public understanding of the whole conflict.

The other “tree” of jihadism, with its roots in Iran, withheld fire after 9/11. They were content to watch the Salafists fight it out with the U.S.-led coalition in Afghanistan and Iraq, not to mention within the West, as terror cells were hunted down. Ahmedinejad, Assad, and Nasrallah were analyzing how far the US would go, and how far the Sunnis and Salafis would go as well.

The fall of the Taliban and of the Baath in Iraq, however, changed Iran and Syria’s patient plans. The political changes in the neighborhood, regardless of their immediate instability, were strongly felt in Tehran and Damascus (but unfortunately not in the U.S., judging from the political debate here), and pushed the Khumeinists and the Syrian Baathists to enter the dance, but carefully. Assad opened his borders to the jihadists in an attempt to crumble the U.S. role in Iraq, while Iran articulated al Sadr’s ideology for Iraq’s Shiia majority.

A U.S.-led response came swiftly in 2004 with the voting of UNSCR 1559, smashing Syria’s role in Lebanon and forcing Assad to withdraw his troops by April 2005. In response, the “axis” prepared for a counter attack on the Lebanese battlefield by assassinating a number of the Cedar Revolution leaders, including MP Jebran Tueni. In short, the attacks by Hamas and Hezbollah and the kidnappings of soldiers were the tip of an offensive aimed at drawing attention away from Iran’s nuclear weapons programs and Syria’s assassination of Lebanese Prime Minister Hariri. Hezbollah was awaiting its moment for revenge against the Cedar Revolution too.

What we see now is 1) a Syro-Iranian sponsored offensive aimed at all democracies in the region and fought in Lebanon; 2) Israel’s counter offensive (which it seems to have prepared earlier); and 3) an attempt by Hezbollah to take over or crumble the Lebanese government.

Lopez: So…did the Cedar Revolution fail?

Phares: Actually, it would be more accurate to say that the Cedar Revolution was failed. The masses in Lebanon responded courageously in March 2005 by putting 1.5 million people on the streets of Beirut. They did it without “no-fly-zones,” expeditionary forces, or any weapons at all, for that matter, and against the power of three regimes, Iran, Syria, and pro-Syrian Lebanon, in addition to Hezbollah terror. The “revolution” was for a time astoundingly successful; since then it has been horribly failed, and first of all by Lebanon’s politicians themselves. One of their leaders, General Michel Aoun, shifted his allegiances to Syria and signed a document with Hezbollah. Other politicians from the “March 14 Movement” then stopped the demonstrations, leaving them with the support of God knows what. They failed in removing the pro-Syrian President Emile Lahoud and brought back a pro-Syrian politician to serve as a speaker of the house, Nabih Berri. Meanwhile, even as they were elected by the faithful Cedar Revolution masses, they engaged in a round table dialogue with Hezbollah, a clear trap set by Hassan Nasrallah: “Let’s talk about the future,” he said — with the implication, of course, that they forget about the Cedar Revolution and the militia’s disarming. While political leaders sat for months, enjoying the photo ops with Hassan Nasrallah, he was preparing his counter offensive, which he unleashed just a few days before the Security Council would discuss the future of Iran’s nuclear programs.

The Lebanese government of Prime Minister Seniora also abandoned the Cedar Revolution. His cabinet neither disarmed Hezbollah nor called on the U.N. to help in implementing UNSCR 1559. This omission is baffling. The government was given so much support by the international community and, more importantly, overwhelming popular support inside Lebanon: 80 percent of the people were hoping the Cedar Revolution-backed government would be the one to resume the liberation of the country. Now Hezbollah has an upper hand and the government is on the defensive.

The U.S. and its allies can be accused of certain shortcomings as well. While the speeches by the U.S. president, congressional leaders from both parties, Tony Blair, and Jacques Chirac were right on target regarding Lebanon, and while the U.S. and its counterparts on the Security Council were diligent in their follow up on the Hariri assassination and on implementing UNSCR 1559, there was no policy or plan to support the popular movement in Lebanon. Incredibly, while billions were spent on the war of ideas in the region, Lebanese NGOs that wanted to resume the struggle of the Cedar Revolution and fighting alone for this purpose were not taken seriously at various levels. Policy planners thought they were dealing with the “Cedar Revolution” when they were meeting Lebanon’s government and Lebanese politicians. The difference between the high level speeches on Lebanon and the laissez-faire approach from lower levels is amazing. Simply put, there was no policy on supporting the Cedar Revolution against the three regimes opposing it and the $400 million received by Hezbollah from Iran.

The Cedar Revolution was basically betrayed by its own politicians and is now essentially without a head. Nevertheless, as long as the international support remains, the Revolution will find its way and will face the dangers. The one and a half million ordinary citizens who braved all the dangers didn’t change their minds about Hezbollah’s terror. The resistance and counter-attack was to be expected. Unfortunately, thus far Iran, Syria, and Hezbollah have outmaneuvered the West and are at the throats of the Cedar Revolution. The international community must revise its plans, and, if it is strongly backed by the U.S. and its allies, including France, the situation can be salvaged. The good seeds are still inside the country.

Racist Terrorist Leader Warns Only ARABS to Evacuate; Media Who Condemned Similar Non-Racist Warnings From Israel Say Nothing

Hezbollah terrorists are living out the very definition of racism, and the mainstream media are not bothering to raise an eyebrow. Check out the latest statement from Hezbollahs' terrorist leader:

BEIRUT, Lebanon - Hezbollah leader Sheik Hassan Nasrallah on Wednesday warned all Israeli Arabs to leave the port city of Haifa so the militant group could step up attacks without fear of shedding the blood of fellow Muslims.

Haifa, Israel third-largest city, has been the frequent target of Hezbollah's rocket attacks.
"I have a special message to the Arabs of Haifa, to your martyrs and to your wounded. I call on you to leave this city. I hope you do this. ... Please leave so we don't shed your blood, which is our blood," Nasrallah said.

Aside from being a statement from a leader of a mass-murdering terrorist organization, this statement is racist. Only ARAB MUSLIMS are being urged to evacuate.

Let's keep in mind that when Islamic terrorists attack, they usually warn nobody. First, they decide which group of innocent, noncombatant men, women and children they will target. Who will it be today: Israelis dining at a restaurant? Innocent civilians riding a bus? Israeli settlers just enjoying family time at home on a lovely day, including a mom and her kids still sucking their pacifiers? Once the civiilian target has been chosen, the terrorists just send an un-uniformed civilian in with a gun or -- more often -- a bomb filled with deadly shrapnel laced with rat poison. No warning. Just death.

As Hezbollah's leader has demonstrated with today's warning, when Islamic terrorist do bother to warn anyone of an impending attack, the only people they warn to leave are Arab Muslims. The rest of the babies, boys, girls, men and women are deliberately left in the cross-hairs for annihilation, for no other reason than that they don't share the same "blood" as their Arab Muslim tormentors.

That is the very definition of racism.

Notice the stark contrast between Islamic terrorists and Israel: When Israel is waging war, it warns all civilians to leave -- whatever their race or religion.

That is decent. That is honorable. That is good. That is compassionate.

In Lebanon, Israel has not only dropped flyers like the one below warning all civilians, but it also has even made phone calls to dozens of suspected terrorists' homes right before their homes were bombed, warning them to get out for their own safety.

By doing so, Israel gave up the element of surprise, risked its own soldier's lives, and allowed at least some terrorists to escape with their lives.

In its typical style of viewing everything Israel does through sewage-colored glasses, the Los Angeles Times managed to harshly twist Israel's humanitarian advance warnings -- which have undoubtedly saved lives -- by portraying Israel's practice as a "cynical ploy" and "collective punishment."

Dropping bombs without any prior warning would not be collective "punishment" then?

Here's an even more absurd line from the L.A. Times article linked above: "At best, residents decry it as a cynical attempt to portray Israel's military campaigns in a better light."

I have a question for the Los Angeles Times: How does one distinguish "a cynical attempt" to "portray something in a better light" from "doing the right thing"?

If I quietly stop and pick up a purse someone has dropped on the street, run after them, and return it to them, am I doing my good deed for the day, or am I making a "cynical attempt" to portray myself in a better light?

For that matter, when the L.A. Times publicly seeks reader donations every year to send underprivileged kids to camp, is the L.A. Times doing a good deed, or engaging in a cynical attempt to portray itself in a better light?

Even United Press International -- which bills itself as offering "News. Analysis. Insight." -- went out of its way to quote a Palestinian Authority Prime Minister Ismail Haniyehspun dismissing the earlier advance warnings from Israel to all civilians as "psychological warfare."

As an aside, let me offer a tip to anyone who relies on UPI or the mainstream media in general for "News. Analysis. Insight." UPI will bring you lots of "News," including plenty of news I can't gather for you from the comfort of my home or office. But for reliable "analysis" and "insight," I suggest you come to this blog or any of the other thousand or so great blogs out there that have demonstrated their accuracy time and time again.

And keep in mind that even the "news" you get from UPI will probably be filtered in favor of Hezbollah and other terrorists, and against Israel, George Bush, and often America as a whole.

So what are the points to remember?

The next time you hear someone serving as an apologist for terrorism, remember that they are also apologizing for racists. Apparently portions of the world have managed to convince themselves that George Bush is as much of a terrorist as any Hezbollah terrorist, but even the craziest fool can't convince anyone that George Bush is a racist. The same is true of Israel, which extends equal rights to Jews and Arab Muslims in its own country. Nobody can credibly accuse Israel of seeking to kill Arabs simply because they are Arab.

And remember always that the news you are being fed is filtered through rose-colored glasses for terrorists, but through sewage-colored glasses for Israel and the United States. Take off the glasses and visit the blogosphere for a more complete and accurate picture. Don't worry -- if one blog sends you in the wrong direction on a given issue, the next blog will straighten it back out. We are our own army of fact checkers.

Find the blogs and columnists that have a track record of accurately predicting future events time and time again and you will have found the reliable news insight and analysis you need.

Homeland Security ramps up after British arrest terror suspects

The Homeland Security Department has tightened airport security and expanded air marshal coverage of certain flights after the foiling of an apparent terrorist plot in the United Kingdom.

Homeland Security Secretary Michael Chertoff announced Aug. 10 that British authorities had arrested “a significant number of extremists engaged in a substantial plot to destroy multiple passenger aircraft flying from the United Kingdom to the United States.”

Chertoff said there is no indication of plotting within the United States and that the arrests have apparently disrupted the threat. But both nations’ governments are not sure whether the threat is eliminated, he said.
Chertoff raised the threat level to red — the highest level — for flights from England to the United States, and to orange for all other commercial flights operating inside or bound for the United States.

The Transportation Security Administration is banning liquids, gels or creams such as toothpaste, shampoo and suntan lotion from carry-on baggage. Baby formula, breast milk or juice for babies or small children will still be allowed on airplanes.

The Federal Air Marshal Service is boosting the number of air marshals on flights from England to the United States on U.S. air carriers.

Customs and Border Protection is increasing its efforts at international arrival areas, TSA said. It will rely on baggage and aircraft search teams, canine units, and explosive detection and X-ray machines to increase security.

Also, all flights from England are now required to provide Homeland Security passenger manifest information for intensive screening before they leave the departure gate. Passengers on all international flights will face higher inspection when they arrive in the United States.

“These measures will continue to assure that our aviation system remains safe and secure,” Chertoff said. “Travelers should go about their plans confidently, while maintaining vigilance in their surroundings and exercising patience with screening and security officials.”

Senate Homeland Security and Governmental Affairs Committee Chairwoman Susan Collins, R-Maine, called the plot the biggest terrorist threat since Sept. 11. She commended American and British intelligence officials for their cooperation in stopping the suspected terrorists.
“This was impressive work by British intelligence, with the support of American counterterrorism officials, including Secretary Chertoff,” Collins said in a statement released Aug. 10. “The terror plot, which was extremely sophisticated and lethal, is a stark reminder that despite the progress we have made, the terrorist threat is still very real, and we must continue to be vigilant.”

Pakistan arrest leads to terror plot bust

ISLAMABAD, Pakistan - Pakistani intelligence officials helped British security agencies crack a terrorist plot to blow up U.S.-bound aircraft and have arrested two or three suspects, officials said Thursday.

"Pakistan played a very important role in uncovering and breaking this international terrorist network," Foreign Ministry spokesman Tasnim Aslam said.

"Cooperation in this particular case was spread over a period of time. There were some arrests in Pakistan which were coordinated with arrests in the U.K.," she said.

Russia tightens security at airports
Moscow, Aug. 10 (PTI): Russia today tightened security at its airports as British Airways cancelled flights to Moscow following a red terror alert sounded by authorities in the UK. "No restrictions will be introduced but given the situation Russian airports will increase security during passport and luggage control procedures," a ministry spokesman said.

"As part of enhanced security, special inspectors would monitor the strict compliance of security procedures by the staff at international airports in the country including three in Moscow," a spokesman for the Transport Ministry told Channel-1 TV.

London police reported a terrorist plot involving up to 21 people had been foiled. They said the suspects had planned to bring explosives on board of planes in hand baggage and set them off on flights to the United States. The British Airways website said its today's London-bound flights from Moscow and St. Petersburg have been cancelled. However, Russian airlines Transaero and Aeroflot said they were flying to London and other destinations in the UK as scheduled.

Venezuela's Chavez says Castro is in 'great battle for life'

MUNICIPIO INDEPENDENCIA, Venezuela - President Hugo Chavez said Thursday his close friend and ally Fidel Castro is in a ``great battle for life,'' but he also expressed optimism about the 79-year-old Cuban leader's recovery.
``From here, let's pray to God for Fidel and his recovery, and he's fighting a great battle,'' Chavez said in a televised speech from the eastern state of Anzoategui.

His statement was the most dire yet from a close Castro ally in describing the 79-year-old Cuban leader's condition.

Chavez said he had received a message from Castro on Wednesday ``that filled me with more optimism, with more faith.''

``Among other things Fidel told me ... 'I keep saying Chavez, God help Chavez and his friends,''' Chavez said.

``I wrote to him in my own handwriting last night, in the early morning, to send it with the messenger who was returning immediately: 'You are fighting a great battle every day, all these nights,''' Chavez said.

Castro said July 31 he was stepping a side temporarily, granting his powers to his brother Raul as head of the government and the Communist Party so he could recover from intestinal surgery.

Neither brother has been seen in public since then. Details of Castro's condition, his ailment and the surgical procedure he underwent are being treated as a ``state secret.''

Aug. 10 (Bloomberg) -- Crude oil fell and gasoline plunged the most since September on speculation fuel demand will slow after U.K. authorities arrested 21 men planning to blow up airplanes. Stocks rose, helped by the lower energy prices and better-than-expected earnings.

Oil and gasoline also dropped today because BP Plc said it may keep part of the Prudhoe Bay oil field open. Oil surged on Aug. 7 when the company said it would shut all operations because of pipeline corrosion. In the three months after the Sept. 11 assault, oil fell 35 percent as the economy slowed and people traveled less.

"This country is safer than it was prior to 9/11," Bush said from the tarmac at Austin Straubel Airport in Green Bay, Wisconsin.

"We've taken a lot of measures to protect the American people, but obviously we are not safe ... it is a mistake to believe there is no threat to the United States of America," he said.

Authorities in the United States tightened security in airports Thursday, after British officials said they foiled a terrorism plot to blow up flights between Great Britain and the United States.

In an announcement that tightened security on both sides of the Atlantic, British authorities said they've thwarted a terror plot to detonate liquid explosives on aircraft bound for the United States.

The British authorities said more than 20 people have been arrested, while terror threat alerts have been raised to their highest levels and hundreds of flights have been cancelled worldwide. (Information provided by Finsat)

NEW DELHI -- The U.S. Embassy in New Delhi warned Friday that foreign militants, possibly al-Qaida members, may be planning to carry out bombings in India's two major cities in the coming days.
In an e-mail sent to American citizens living in India, the embassy said New Delhi, the capital, and Bombay, the country's financial and entertainment hub, were the likely targets, and the attacks were believed to be planned for either before or on India's Independence Day, Aug. 15.

The embassy confirmed that it had sent the e-mail, although Indian officials refused to comment on the warning.

In the past the planes went in the ocean or other places, now they are either safe in the sky or parked on the tarmac.

Of course, there are those that keep falling out of the sky.

We may need to also change our thinking, as I recall that we were thinking they were part of the Russia/France cabal, in the lead up to the Iraq war and it has been said, that they were hanging in Iraq until the last minute, and sending the intell gathered to the U.S.

OKLAHOMA CITY — Before her two grandsons died with 166 other people in the Oklahoma City bombing, Jannie Coverdale thought that terrorist acts were committed only in foreign countries.

"Before the bombing, we didn’t know there were Timothy McVeighs and Terry Nichols and all those stupid people in this country," Coverdale said. "After the bombing, we found out that we didn’t have to go overseas to find those people. They’re right here."

Eleven years after the deadliest act of domestic terrorism in U.S. history, survivors, terrorism experts and law-enforcement authorities fear that lessons learned from the 1995 Oklahoma City bombing are being forgotten as the nation focuses on international threats.

"The minute we forget, some of those people are going to strike again," Coverdale said.

Six years before the Sept. 11, 2001, terrorist attack, a rented truck packed with 2 tons of ammonium nitrate and fuel oil was detonated in front of the nine-story Alfred P. Murrah Federal Building on April 19, 1995, killing 168 people — including 19 children — and injuring hundreds more.

"The loss of life there and the children — it was a staggering crime and a staggering attack," said former FBI Director Louis Freeh, who headed the agency during the bombing investigation.

Prosecutors said the bombing was a twisted attempt to avenge the deaths of about 80 people in a government siege at the Branch Davidian compound in Waco, Texas, exactly two years earlier.

In the largest criminal case in U.S. history, FBI agents conducted 28,000 interviews and collected 3.5 tons of evidence and almost 1 billion pieces of information in the Oklahoma City bombing case.

McVeigh, apprehended less than two hours after the bombing, was convicted of federal murder charges and executed June 11, 2001. Nichols, who met McVeigh in the Army, was convicted on federal and state bombing charges and is serving multiple life prison sentences.

Another Army buddy, Michael Fortier, pleaded guilty to not telling authorities in advance about the bomb plot and agreed to testify against McVeigh and Nichols. Fortier was released from a federal prison in January after serving about 85 percent of a 12-year sentence.

The number of organized hate groups in the United States has risen 33 percent since 2000 and the potential for another domestic terrorist attack is on the rise, said Mark Potok, director of Intelligence Project at the Southern Poverty Law Center in Montgomery, Ala., which monitors hate groups.

"One of the great lessons of the Oklahoma City bombing is that the domestic radical right poses extremely serious threats," Potok said.

He said that since the Oklahoma City bombing, authorities have foiled 60 domestic terrorist plots, including one in Texas in 1997 in which four suspects allegedly plotted to blow up a natural-gas processing plant.

There were 803 organized hate groups in the United States in 2005, including the Ku Klux Klan, neo-Nazis and other white supremacists, up from 602 just six years earlier, according to the center.

"We just don’t have the luxury of ignoring these other groups in favor of the current threat of the day," said Chip Ellis, of the National Memorial Institute for the Prevention of Terrorism in Oklahoma City.

Six KKK members plead guilty in gun plot

RALEIGH, N.C. --Six members of a Ku Klux Klan splinter group have pleaded guilty in a plot to steal and sell guns as a way to raise money to blow up a courthouse and kill a county sheriff, a federal prosecutor said Tuesday.

All six pleaded guilty Monday to charges including theft of firearms and possession of stolen firearms, in return for other charges being dropped, Assistant U.S. Attorney Eric Goulian said. They were indicted in December.

They allegedly raised at least $1,650 by selling some stolen guns, and Johnston County Sheriff Steve Bizzell said the money was intended to finance plans that included killing him.

He said they were angry with him over their failed plans to march in a popular community festival, Benson Mule Days. A local KKK leader related to two of the defendants had invited a Klan figure from Indiana to watch them march and was embarrassed when the group was barred from the event, Bizzell said.

The charges carry up to 10 years in prison. Sentencing dates have not been set, Goulian said.

Charges against a seventh defendant are still pending, he said.
