Tehran & Damascus Move to Lebanon Lebanon-born Walid Phares is a senior fellow at the Foundation for the Defense of Democracies. Author of the recent book Future Jihad, he was also one of the architects of 2004’s United Nations resolution 1559, which called for the disarming of Hezbollah. NRO editor Kathryn Lopez recently talked to Phares about what’s going on in the Mideast, what happened to the Cedar Revolution, and this war we’re all in.

Kathryn Jean Lopez: What is “Future Jihad”? Are we seeing it in the Mideast now?

Walid Phares: “Future Jihad,” which has already begun, refers to a new and potent form of Islamic terrorism, characterized by a Khumeinist-Baathist axis. These are the two trees of jihadism, so to speak — the Salafism and Wahabism embodied in al Qaeda and the sort of jihadism led by Iran and also including Syria, Hezbollah, and their allies in Lebanon.

The alliance has not been in entire agreement as to strategy. The al Qaeda branch began its “Future Jihad” in the 1990s; its efforts culminated on 9/11 and have continued explosively since then. The international “Salafists” aimed at the U.S. in the past decade in order to strengthen their jihads on various battlefields (Chechnya, India, Sudan, Algeria, Indonesia, Palestine, etc.). “Weaken the resolve of America,” their ideologues said, “and the jihadists would overwhelm all the regional battlefields.”

As I argue in Future Jihad, bin Laden and his colleagues miscalculated on the timing of the massive attack against the U.S. in 2001. While they wounded America, they didn’t kill its will to fight (as was the case, for instance, in the Madrid 3/11 attacks). I have heard many jihadi cadres online, and have seen al Jazeera commentators on television, offering hints of criticism about the timing. They were blaming al Qaeda for shooting its imagined “silver bullet” before insuring a strategic follow up. But bin Laden and Zawahiri believe 9/11 served them well, and has put a global mobilization into motion. Perhaps it has, but the U.S. counter strategy in the Middle East, chaotic as the region currently appears, has unleashed counter jihadi forces. The jury is still out as to the time factor: when these forces will begin to weaken the jihadists depends on our perseverance and the public understanding of the whole conflict.

The other “tree” of jihadism, with its roots in Iran, withheld fire after 9/11. They were content to watch the Salafists fight it out with the U.S.-led coalition in Afghanistan and Iraq, not to mention within the West, as terror cells were hunted down. Ahmedinejad, Assad, and Nasrallah were analyzing how far the US would go, and how far the Sunnis and Salafis would go as well.

The fall of the Taliban and of the Baath in Iraq, however, changed Iran and Syria’s patient plans. The political changes in the neighborhood, regardless of their immediate instability, were strongly felt in Tehran and Damascus (but unfortunately not in the U.S., judging from the political debate here), and pushed the Khumeinists and the Syrian Baathists to enter the dance, but carefully. Assad opened his borders to the jihadists in an attempt to crumble the U.S. role in Iraq, while Iran articulated al Sadr’s ideology for Iraq’s Shiia majority.

A U.S.-led response came swiftly in 2004 with the voting of UNSCR 1559, smashing Syria’s role in Lebanon and forcing Assad to withdraw his troops by April 2005. In response, the “axis” prepared for a counter attack on the Lebanese battlefield by assassinating a number of the Cedar Revolution leaders, including MP Jebran Tueni. In short, the attacks by Hamas and Hezbollah and the kidnappings of soldiers were the tip of an offensive aimed at drawing attention away from Iran’s nuclear weapons programs and Syria’s assassination of Lebanese Prime Minister Hariri. Hezbollah was awaiting its moment for revenge against the Cedar Revolution too.

What we see now is 1) a Syro-Iranian sponsored offensive aimed at all democracies in the region and fought in Lebanon; 2) Israel’s counter offensive (which it seems to have prepared earlier); and 3) an attempt by Hezbollah to take over or crumble the Lebanese government.

Lopez: So…did the Cedar Revolution fail?

Phares: Actually, it would be more accurate to say that the Cedar Revolution was failed. The masses in Lebanon responded courageously in March 2005 by putting 1.5 million people on the streets of Beirut. They did it without “no-fly-zones,” expeditionary forces, or any weapons at all, for that matter, and against the power of three regimes, Iran, Syria, and pro-Syrian Lebanon, in addition to Hezbollah terror. The “revolution” was for a time astoundingly successful; since then it has been horribly failed, and first of all by Lebanon’s politicians themselves. One of their leaders, General Michel Aoun, shifted his allegiances to Syria and signed a document with Hezbollah. Other politicians from the “March 14 Movement” then stopped the demonstrations, leaving them with the support of God knows what. They failed in removing the pro-Syrian President Emile Lahoud and brought back a pro-Syrian politician to serve as a speaker of the house, Nabih Berri. Meanwhile, even as they were elected by the faithful Cedar Revolution masses, they engaged in a round table dialogue with Hezbollah, a clear trap set by Hassan Nasrallah: “Let’s talk about the future,” he said — with the implication, of course, that they forget about the Cedar Revolution and the militia’s disarming. While political leaders sat for months, enjoying the photo ops with Hassan Nasrallah, he was preparing his counter offensive, which he unleashed just a few days before the Security Council would discuss the future of Iran’s nuclear programs.

The Lebanese government of Prime Minister Seniora also abandoned the Cedar Revolution. His cabinet neither disarmed Hezbollah nor called on the U.N. to help in implementing UNSCR 1559. This omission is baffling. The government was given so much support by the international community and, more importantly, overwhelming popular support inside Lebanon: 80 percent of the people were hoping the Cedar Revolution-backed government would be the one to resume the liberation of the country. Now Hezbollah has an upper hand and the government is on the defensive.

The U.S. and its allies can be accused of certain shortcomings as well. While the speeches by the U.S. president, congressional leaders from both parties, Tony Blair, and Jacques Chirac were right on target regarding Lebanon, and while the U.S. and its counterparts on the Security Council were diligent in their follow up on the Hariri assassination and on implementing UNSCR 1559, there was no policy or plan to support the popular movement in Lebanon. Incredibly, while billions were spent on the war of ideas in the region, Lebanese NGOs that wanted to resume the struggle of the Cedar Revolution and fighting alone for this purpose were not taken seriously at various levels. Policy planners thought they were dealing with the “Cedar Revolution” when they were meeting Lebanon’s government and Lebanese politicians. The difference between the high level speeches on Lebanon and the laissez-faire approach from lower levels is amazing. Simply put, there was no policy on supporting the Cedar Revolution against the three regimes opposing it and the $400 million received by Hezbollah from Iran.

The Cedar Revolution was basically betrayed by its own politicians and is now essentially without a head. Nevertheless, as long as the international support remains, the Revolution will find its way and will face the dangers. The one and a half million ordinary citizens who braved all the dangers didn’t change their minds about Hezbollah’s terror. The resistance and counter-attack was to be expected. Unfortunately, thus far Iran, Syria, and Hezbollah have outmaneuvered the West and are at the throats of the Cedar Revolution. The international community must revise its plans, and, if it is strongly backed by the U.S. and its allies, including France, the situation can be salvaged. The good seeds are still inside the country.

It jumped at me also.

If I had written a book and used that report, they would have told me my imigination was too large.

The one great book that I wanted to write 30 years ago, got me told it was too unblievable to be written...

And today, there is actual fear that one could blow /cause to blow up a volcano, with a bomb.............

It is not surprising that the mothers would be led to him, why not, as I doubt that they can take the shock of what has happened to the people in that school.

FBI agents yesterday raided the suburban Detroit headquarters of LIFE for Relief and Development (LRD), the largest Islamic charity in the country.

I first wrote about the group for The Post in 2003. Back then, FBI Director Robert Mueller was set to give an award to Imad Hamad, who heads the Midwest chapter of the American Arab Anti-Discrimination Committee (ADC). But, after my Post article pointed out that Hamad was a subject in over a dozen terrorism-related investigations, the FBI revoked the award.

One of those investigations concerned Hamad's close ties to LRD. Both the FBI and the then-U.S. Customs Service (now ICE) had been probing the charity for possibly laundering money for Hamas.

Suspicious package grounds flight at Toronto airport

TORONTO (CP) — A suspicious package on board an Air India jet has forced it to return to Toronto’s Pearson Airport.

Peel region police say Flight 188 was one hour into a flight to India, with a stop in Birmingham, England, when an alert was sounded and the pilot returned to Toronto.

Police say the passengers were evacuated from the plane at around 11 p.m. Eastern.

A package was located on the aircraft, according to the Toronto Star, but police have not yet revealed the contents.

The plane, which remains at an isolated area of the airport, reportedly carried 140 to 150 passengers.

The man who shot Pope John Paul II has written Pope Benedict XVI from a Turkish jail cell to warn him he risks assassination if he visits Turkey.

Vatican officials consider Mehmet Ai Agca's letter to be a warning, not a threat, The Times of London reported Tuesday. The pope is scheduled to visit Turkey in November.

"I write as one who knows about these matters very well," Agca said. "Your life is in danger. Don't come to Turkey -- absolutely not!"

Benedict caused an uproar in the Muslim world when he quoted a 14th-century Byzantine emperor who said Islam had produced nothing but evil.

Muslims in Hamas-controlled Gaza have formed an ad hoc terrorist group promising to attack Christian targets to avenge the Pope’s use of quote insinuating that Islam is prone to violence.

The group, which calls itself the “Army of guidance,” sent an announcement to news agencies based in Gaza saying that “every place relevant to Christian will be a target until the cursed infidel – the Vatican – apologizes to Muslims.”

Hardline Islamic groups were offended by the Pope’s citing of a Byzantine emperor who criticized Islam’s founder Mohammad’s command to spread Islamic faith by the sword.

Last Friday, the 1,400 year old St. Perfidious Greek Orthodox church in Gaza was among seven Christian targets burned or vandalized Friday throughout PA-controlled areas.

Pope Benedict XVI has refused to apologize for merely citing quotations, but said he was “deeply sorry” for the Muslim reaction to his words – which he stressed do not constitute his own opinion.

Though touted as an apology by the Vatican’s own PR team, Islamic leaders continue to demand submission from the leader of Catholicism.

The chief Islamic Mufti of Jerusalem Mohammed Hussein called the Pope’s statements, insufficient and demanded a “clear apology” Tuesday. He condemned attacks on churches but insisted the Pope himself is responsible for the Muslim violence.

A federal immigration officer was arrested for allegedly issuing a visa to an illegal immigrant and forging a visa admission stamp for use on other official documents, authorities said.

Maria Barillas, who is a U.S. Citizenship and Immigration officer in Los Angeles, was taken into custody last week on state fraud and forgery charges. She was released on $25,000 bail and was scheduled to be arraigned Oct. 4.

Prosecutors said Barillas is accused of forging and counterfeiting a U.S. government immigration visa admission stamp and issuing a false visa to an illegal immigrant from Nicaragua. She also is believed to have stolen and defaced federal documents, accessed government computers without authorization and identity theft, authorities said.

Doctor Accused Of Stealing Cadaver Hand

A doctor has pleaded not guilty to stealing a hand from a New Jersey medical school cadaver and giving it to an exotic dancer, authorities said.

Ahmed Rashed, a 2005 graduate of the University of Medicine and Dentistry of New Jersey, was charged Monday after voluntarily returning from Los Angeles, where he is in a residency program, said his lawyer, Hassen Abdellah.

Rashed, 26, is free on $1,000 bail.

The dancer, Linda Kay, kept the hand in a jar of formaldehyde in her bedroom. Friends have said she called the hand "Freddy."

Police discovered the hand, along with six human skulls, at Kay's home in July, after being called there on a report that a roommate was suicidal. The roommate was not home, but Kay was.

Kay, 31, has pleaded not guilty to unlawful disposal of human remains. Her mother has said she believed the skulls were bought from a mail order catalog.

The left hand was taken in May or June 2002, according to an investigation by the school and South Plainfield police, said Middlesex County Assistant Prosecutor Judson Hamlin.

Medical school spokeswoman Anna Farneski said in a statement that the investigation is ongoing.

The charge against Rashed carries up to 10 years in prison.

PHILIPPINE police today intercepted a 1000kg (one ton) shipment of
chemicals
believed to be intended for bomb attacks by the al-Qaeda-linked Abu
Sayyaf
militants.
The shipment of ammonium nitrate was divided into 20 sacks and hidden
in the
hold of a ferry that docked in the southern port city of Zamboanga from
the
nearby island of Jolo, an Abu Sayyaf stronghold, police said.
Ammonium nitrate is a highly volatile chemical compound largely used in
making fertilizer and is the main ingredient used by the Abu Sayyaf to
produce powerful bombs, official said.
"We had received information that the chemicals will be used by the Abu
Sayyaf for their terroristic attacks," said port police chief Major
Frank
Clavencillas.
The seizure came as five Marine soldiers were wounded in a fresh clash
with
Abu Sayyaf gunmen near the town of Patikul on Jolo, where they are on
the
run from a massive military operation that began last month.

Daliah Neuman: The UN General Assembly will open today with a large
number of
topics on its agenda. Foreign Minister Tzipi Livni is already in New
York and
now joins us via the telephone. Just an hour ago you completed a
meeting with
the Chairman of the Palestinian Authority, Abu Mazen. How would you
describe
this meeting?

FM Livni: The meeting was a good one, positive and important and not
the last
one.

Daliah Neuman: What were the main topics you discussed?

FM Livni: Quite naturally we first discussed our demands for the
release of
Gilad Shalit. This is a subject that is an open wound from our
standpoint and
represents a serious obstacle between us and the Palestinians.

Daliah Neuman: Did you hear any encouraging words from the Chairman on
this
subject?

FM Livni: No. I think that the entire matter of the kidnapped soldiers
should
not be discussed in public, but I am not the bearer of good news in
this
matter. However it is important from my point of view that at every
meeting,
and certainly those with the Palestinians, to make clear what this
means to
us. It should be noted that from Abu Mazen's standpoint, not only does
he
understand this, but he also feels that this subject is an obstacle
which he
is most anxious to remove so that he can move forward in his
negotiations with
the Hamas.

Daliah Neuman: Did you agree on anything operative regarding additional
meetings? You said that this would not be the last.

FM Livni: It was agreed that between Israel and the Palestinians - and
when I
say the Palestinians, I mean in this case Abu Mazen and not the Hamas
government - it is important to maintain an open channel of discussion,
mainly
in order to allow the more moderate Palestinians to find common ground
with
Israel in order to move forward on matters of common interest.

Daliah Neuman: Do you expect to see a meeting with the Prime Minister?

FM Livni: I spoke about this and of course there will be a meeting
between Abu
Mazen and the Prime Minister after the appropriate preparatory work is
done -
which quite naturally will be performed by the Prime Minister's office
and
that of Abu Mazen. This meeting is, of course, of great importance. It
was
planned long ago and should take place.

At the same time it is important for me to hear about the situation
among the
Palestinians, and how Abu Mazen views matters from the standpoint of
the peace
process. The understanding is that the only plan that remains on the
table is
the Roadmap. It should be also understood that, at least from Israel's
standpoint, any change in the government of the Palestinian Authority
requires
the acceptance of the three conditions established by the international
community.

Daliah Neuman: Yes, and this is what you are saying, apropos the
contacts that
are continuing. This matter still is not concluded - a Palestinian
unity
government with the participation of Fatah and Hamas. The Hamas we know
still
has not abrogated its charter that calls for the extermination of
Israel.
What, in effect has changed, what enabled you to meet the Chairman of
the
Authority and you say that in the future there will be a meeting with
the
Prime Minister? Has something happened that renewed the contacts at
this
level?

FM Livni: No, this was the second meeting between me and Abu Mazen
since the
elections held by the Palestinian Authority. I have said for a long
time that
it was important to continue to have these meetings and I also think
that it
is important to have a meeting between Abu Mazen and the Prime
Minister. In
this case, after the end of the fighting in Lebanon and due to the fact
that
we both are here for the opening of the UN General Assembly, it seemed
that
the time was right and appropriate to hold this meeting which is more
of a
background meeting. And, as I said, it was in my opinion a very
important
meeting.

Daliah Neuman: Isn't there some change that you can identify in the
ability of
Abu Mazen to bring results in the Palestinian government?

FM Livni: It is important to understand that I did not enter this
meeting with
high expectations that we can come out of it with dramatic results, and
to end
the dispute within the next week or in the coming months. This was not
the
intention and it is important to correlate expectations. Even if
neither of us
has a magic wand that can create some kind of dramatic turn around in
the very
sad situation prevailing in the Palestinian Authority, in my eyes it is
important - and not only in my eyes but also to them - to have this
meeting
and to understand where it is possible to progress and where it is not;
what
are Israel's red lines and what are their problems; in which matters
Israel
can help and how and where Israel cannot help.

Since the election of the Hamas government in the Palestinian, the
situation
in the field is very problematic and complicated. This channel is very
important and must remain open even if these meetings do not end with
dramatic
results. We apparently will, for a long period of time, have to proceed
step
by step and take calculated steps to reconcile our expectations to what
is
actually happening in the Palestinian Authority.

Daliah Neuman: Is it possible to make this considered and gradual
progress
without maintaining communication with the Palestinian government which
is
actually a Hamas government?

FM Livni: First of all this is the reality. The fact that there is a
Hamas
government is the unfortunate result of the elections in the
Palestinian
Authority. From Israel's standpoint we are not speaking of a boycott.
Hamas,
by its ideology, is trying to turn the clock back 60 years. We have
progressed
quite a bit with the Palestinians in past years, since the beginning of
the
peace process, based on the idea of two nations. If we now we ignore
the fact
that at the head of the government of the Palestinian Authority is a
Hamas
government, we will find ourselves going backward and facing a
situation in
which this government does not recognize our existence. If we want to
establish any kind of political process it must start at a point of
mutual
agreement.

Daliah Neuman: So what does this all mean, that there is nevertheless a
dialogue with the Hamas government? I do not understand where this
analysis is
leading.

FM Livni: This analysis is heading toward a situation whereby at the
moment
the Palestinian Authority has a Hamas government that has not received
legitimization, and rightly so - not from Israel and not from the
international community - because we are facing a government and an
authority
at whose head stands a terrorist organization. As long as they do not
accept
the basic terms they cannot and will not receive legitimization.

The only option remaining at the moment for the Palestinian Authority
is Abu
Mazen, who represents a more moderate group that has some authority -
not
enough, but it does have some - and from the standpoint of
communication
between us and the Palestinian Authority this connection is important.

Daliah Neuman: In conclusion, what was your impression of the position
of the
international community regarding Iran and what do you expect to happen
in the
next day or two?

FM Livni: The fact is that we are now in the month of September, and I
feel
that we should already be after the imposition of sanctions. The UN
Security
Council adopted a decision and there was a very clear package to which
the
Iranians must answer yes or no. They have not done this and are
attempting to
gain time. In my opinion every day that passes is a failure. Time here
is
working against us and against the international community, since we
are not
speaking only of Israel's interests. From my point of view and that of
the
State of Israel sanctions should have been imposed long ago. Certainly
they
should be imposed now and I strongly hope that the international
community
will show determination.

Naturally when I say the international community it should be clear
that there
are different players. Some of them understand the threat and want to
act to
prevent it and some say they understand the threat but are not doing
enough to
prevent it.

Daliah Neuman: So, in conclusion how do you evaluate the chance that we
will
actually see the type of sanctions we want to see imposed?

FM Livni: I really do not know, beyond to say that everyone I meet with
makes
it clear that the world cannot allow itself a nuclear Iran.
Unfortunately
matters are being handled more slowly than necessary. I believe
strongly in
the commitment of some of the countries to prevent Iran from becoming a
nuclear power, but I can not estimate this week how and when this will
to take
place. This is part of our work during the course of this week - but
not only
ours, because Iran is not only Israel's problem, and I think that this
is
understood.

Nigerian Army Transport Down

Army General Staff Is Nearly Wiped Out
The sad aviation record of Nigeria, where planes go down with alarming
frequency, has gotten worse with news that a crash on Sunday has
virtually
decapitated the Nigerian Army.

Eighteen people were aboard the Nigerian Army Dornier 228, a small
German-made twin turboprop, when it went down after departing the
capital
city of Abuja. It crashed for unknown reasons about 18 miles from the
city
of Obudu in the Southeast area of Nigeria.

The Army officers were on their way to a high level conference to
discuss
the challenges facing the country, including the volatile, but oil-rich
Niger delta region and the army's role in upcoming elections next year.
Eight major generals, two brigadier generals and at least two other
officers
died in the crash. It is known that at least four others survived.

The BBC reports that President Olusegun Obasanjo called the crash a
"monumental tragedy" and is flying home early from the World Bank
conference
in Singapore. He ordered an immediate investigation and called for
three
days of national mourning.

Reuters reports Nigeria has had multiple major plane crashes over the
decades. In 1993, an army transport plane went down with the loss of
193
young military officers, wiping out a generation of military leadership
in
Nigeria. Last year, two civilian passenger aircraft crashed within
weeks of
each other claiming 223 lives.

Jet lands safely after smoke fills cabin

LITTLE ROCK, Ark.(AP) -- Smoke filled the cabin of a commuter jet
carrying
passengers from Cincinnati to Little Rock, but the aircraft landed
safely
and no one was injured.

A flight attendant on Delta Flight 6241, which was carrying 35

and three crew members, reported smelling smoke in the plane's bathroom
