"No Pet Left Behind" Bill Passes Senate

WASHINGTON -- In the wake of haunting images of pets left behind in flooded New Orleans, the U.S. Senate passed a bill Friday requiring local and state disaster agencies to take pets and service animals into account in their emergency planning.

The Senate approved the bill by unanimous consent in the early hours before recessing for its summer break.

The House of Representatives passed a similar bill in May and differences must be worked out before the legislation is sent to President Bush.

Wayne Pacelle, president of the Humane Society of the United States, called the measure "an important step in ensuring Americans will never again be forced to make an impossibly difficult choice: leave their animal behind while they flee a disaster or take their chances by staying in a disaster-stricken area with their pet."

The Senate bill gives the Federal Emergency Management Agency authority to help develop the plans, and authorizes financial help to states to create emergency shelters for people with animals.

Thousands of people refused to evacuate because they did not want to abandon their pets when Hurricane Katrina struck the Gulf Coast last year, and thousands of pets were left behind.

Yes. I think that is very fair. Just like the person(s) who refused transportation to leave his shack on Mt. St. Helens and got blown away. His choice.

You've got a point. We've become feminized beyond belief in this society with regard to our pets.

That being said, it occurs to me that this is a rare shared trait among dogs, cats, and humans. They have an interspecies relationship unique in the animal kingdom: they will risk their own lives for each other.

Just a passing observation ...

This is not the fault of the federal government or the Bush administration.All of these problems would have been avoided had it not been for the total incompetence of the mayor and the governor of Louisiana

It's the fault of every stupid person that didn't get out of the way of the storm . It is the fault of every parent that sat and waited for somebody to tell them to get off their fat asses! The only blame the government shares is those who truly could not. They all failed that miserably...

Did people have time to get out if they wanted to? Yes. Did they have a weeks warning? No where near. This is from NOAA on Friday morning, 3 days before Katrina hit.

Friday 26 August 2005 - 3 days before
11.00 AM EDT: Katrina Projected to Grow to Cat2
NOAA reports that Hurricane Katrina is strengthening and projects that it will become a Category Two hurricane by Saturday. Hurricane force winds extend 25 miles from the eye of the storm, almost double the radius Wednesday. Projected landfall remains the Florida panhandle.

Landfall at that time was still projected to be the Florida panhandle.

This is not to excuse the cities or states leadership. To say the least it was lacking at the time and is still lacking today. But fair is fair, and just because something is repeated over and over again, like the fallacy of a weeks warning, that doesn't make it true.

I know your own city's humane society, like many others, worked very hard to get animals out during the crisis.

The problem is your local HS is not connected with the national HSUS, and lots of people send the national org money, while the LOCAL shelters are struggling to keep their doors open. The National organization doesn't spay, neuter, feed, or house any animals. They spend their money like I listed in my post, and I can prove it.

I love my pets too, and wouldn't leave them behind. The people that had to be evacuated were told to leave and didn't. Unfortunately they didn't take correct action for their pets either. I have family members who were in NO and survived Katrina and Rita in Lake Charles, La.

The national HSUS knows this, that most people are confused about the difference between the NATIONAL HSUS and the local orgs. Do you know the National HSUS CHARGES the local shelters for any services they provide to them? Yep, while they rake in about $50 million annually they do nothing for the local shelters, the ones that DO care for the stray, overpopulated and abused animals. DO NOT send the national organization money -- send it to the local shelters. Ask the employees of the local shelter, they'll tell you.

I know people involved in the Katrina crisis, who were involved with a local shelter there, and they told me about how Wayne Pacelle and the national HSUS preened in front of the cameras (begging for money) while the locals rolled up their sleeves and rescued animals.

Couldn't agree with you more. I cannot believe the number of clueless people here these days...some of them very long-term posters.

They wear blinders when it comes to what Government does to us each and every day. They'll never get it. I've stopped trying. Now, I just smirk and post to other true conservative about it, LOL!

Life's too short to explain things over and over and over again. They get so confused when it's the same probem, but tied to a different topic; Eminent Domain, Taxation Without Representation, Smoking Bans, Private Property Rights, "Chipping" first your farm animals, then your pets and then you and your children, etc.

If it involves Fluffy or Fido, watch out you big old Meanie, LOL! *SHRUG*

After hearing reports of looting after hurricane Hugo way back in 1989 my husband has refused to even consider evacuating (fortunately for us in the last 10 years that was only an issue once). Before hurricane season, he makes sure we're well stocked with food, water, and ammo.

Well, I have to consider what kind of storm approaching. I would stay as long as I could though. We evacuated when Alicia hit and I thought we were never going to get back. Folks around here have told me how a hurricane hit here about 20 years ago. My neighborhood was evacuated and police guarded the entrances. They tell me thieves came in , in canoes and robbed people.

Do we want to save people are just yell at them for being stupid? The old way hasn't worked. Not just with Katrina but other storms have shown that most people don't leave because they have concerns about getting back home or can't take their pets to shelters. I'm not crazy about the feds stepping in, but since plan A isn't working, can we try something else?

I can see the Humane Society of the U.S. now, this will be a big fundraising coup for them (See we got this bill passed to save your animals).

What they aren't telling anyone is that they raise approximately $50 million annually and don't spay, neuter, feed or house any animals. They left the dirty work during Katrina up to the local shelters, and used the disaster to raise more money. They are despicable.

They spend their money lobbying to end fishing, hunting, medical research on animals, sending anti medical research animal testing, hunting, and fishing propaganda to the school systems across the USA. They also are a real enemy to agricultural interests, want to put all cattle, horse, sheep, etc. farmers out of business.

Be very AWARE and concerned anytime they are backing something.

THANK YOU! This needs to be said LOUD AND CLEAR which is why I put it in red italics. People make the mistake of thinking that because an entity calls itself "humane" it has some connection with the selfless and wonderful local humane societies. It does not. This outfit is the close cousin of PETA and is more destructive because it's has more money and more lobbying ability, with that dangerous confusing name.
