WASHINGTON -- In the wake of haunting images of pets left behind in flooded New Orleans, the U.S. Senate passed a bill Friday requiring local and state disaster agencies to take pets and service animals into account in their emergency planning.
The Senate approved the bill by unanimous consent in the early hours before recessing for its summer break.
The House of Representatives passed a similar bill in May and differences must be worked out before the legislation is sent to President Bush.
Wayne Pacelle, president of the Humane Society of the United States, called the measure "an important step in ensuring Americans will never again be forced to make an impossibly difficult choice: leave their animal behind while they flee a disaster or take their chances by staying in a disaster-stricken area with their pet."
The Senate bill gives the Federal Emergency Management Agency authority to help develop the plans, and authorizes financial help to states to create emergency shelters for people with animals.
Thousands of people refused to evacuate because they did not want to abandon their pets when Hurricane Katrina struck the Gulf Coast last year, and thousands of pets were left behind.

I love my dogs dearly, but in an emergency it has to be people first. Those that put the welfare of animals on par with that of humans are sick. It's hard to believe, with all the problems we face, our reps have time for this. What a waste.
So my tax dollars are going to be squandered on people's pets as well as the welfare scum?

With some exceptions I'd be inclined to save the pets first after viewing many of the video recordings.

Have you ever been to the pound? Would you go to a shelter that sounds and smells like one?
I will prefer go to an animalless shelter thank you. And I have a dog, rabbits and a steer. I am a responsible animal owner and they will be taken care ahead of time if possible.

They do this silly stuff to avoid dealing with the real problems.
Our pound here doesn't stink. It is very clean and the animals are not only named but well taken care of. That said, I prefer not to go to a shelter period( "no guns, another thread:') Anyway, as you say, most people are able to make other arrangements but if I got stuck, smell would probably be one of my least concerns. The ones that this affects the most are usually our elderly. That pet may be all they have. I don't want the feds involved either but I do think individual shelters ought to look to see if there is any way to accomadtate , without causing discomfort to others. It might save lives.
Oh and they tell us that if a storm is coming to cook our raw meat. You really only need to worry about the dog:') (just kidding)
