The preacher, who called for Muslims to rise up against Westerners, was frightened he would be bombed by the Israelis."

The best hope for peace is the expansion of freedom throughout the world. During Captive Nations Week, we reaffirm our commitment to advancing liberty, protecting human rights, and helping people realize the great promise of democracy.
In proclaiming the first Captive Nations Week in 1959, President Dwight Eisenhower said that "the citizens of the United States are linked by bonds of family and principle to those who love freedom and justice on every continent." Over the past five decades, the force of human freedom has overcome hatred and resentment and overthrown tyrants in nations around the globe. Freedom is on the march, and today more people live in liberty than ever before.
The advance of freedom is the story of our time, and we have witnessed remarkable democratic progress in recent years. The people of Afghanistan elected their first democratic parliament in more than a generation. The people of Kyrgyzstan drove a corrupt regime from power and voted for democratic change. Ending 16 years of civil war and interim governments, the people of Liberia were able to go to the polls, electing Africa's first female president. The courageous citizens of Iraq reached yet another important milestone in their journey towards democracy by forming a national unity government based upon the constitution they approved last October. In Lebanon, citizens recovered their independence and chose their members of parliament in free elections. That newfound independence has come under attack in recent days from terrorists and their state sponsors, who see freedom and democracy as a threat. The United States and its allies will stand with those in Lebanon who continue to struggle for their independence and sovereignty and who refuse to give over their country to extremism and terror.
At this critical time in the history of freedom, no nation can evade the demands of human dignity. In countries like Iran, North Korea, Belarus, Burma, Syria, Zimbabwe, and Cuba, governments must become accountable to their citizens and embrace democracy. The desire for freedom is written in every human heart, and we can be confident that in this century freedom will continue to prevail.
This week is also an opportunity to honor those who have stood against oppression and advanced the fundamental right of all to live in liberty. The courage and sacrifice of these men and women reflect the fact that tyranny can never destroy the desire to be free. Inspired by their example, we will carry on their work to help others realize the universal gift of liberty and to spread the light of democracy to every corner of the world.
The Congress, by Joint Resolution approved July 17, 1959 (73 Stat. 212), has authorized and requested the President to issue a proclamation designating the third week in July of each year as "Captive Nations Week."
NOW, THEREFORE, I, GEORGE W. BUSH, President of the United States of America, do hereby proclaim July 16 through July 22, 2006, as Captive Nations Week. I call upon the people of the United States to reaffirm their commitment to all those seeking liberty, justice, and self-determination.

ROME - Four Algerians were arrested Friday on terrorism charges in northern Italy, a police official said.

The suspects were affiliated with the Salafist Group for Call and Combat, an Algerian group said to have links to al-Qaida, said an official with the Carabinieri paramilitary police in the northern city of Padua. He asked that his name not be used because he was not allowed to talk to the media.
The four were allegedly in charge of financing and recruiting new militants as well as acquiring false documents, including identity documents and work permits for immigrants, the official said.
He said the group had its base in the nearby city of Vicenza but operated across northern and southern Italy.

IDF arrests six Palestinian fugitives in West Bank

The IDF arrested six wanted Palestinians throughout the West Bank on Friday morning.
One Fatah operative was captured in Nablus. The other five were apprehended southwest of Bethlehem, including three Islamic Jihad members.
Al-Qaeda plotter jailed for 30 years

A PAKISTANI man convicted of participating in an al-Qaeda plot to blow up service stations in the United States was sentenced to 30 years in prison by a US federal judge today.
Uzair Paracha had been found guilty in November, 2003, after a two-week trial, on five charges, including conspiracy to provide material support to a foreign terrorist organisation.
"Paracha attempted to help an al-Qaeda operative enter the United States to carry out terrorist attacks within our borders," US Attorney Michael Garcia said after the sentencing in New York.
"We are committed to the vigorous prosecution of all those who provide support to terrorist organisations, in whatever form," he said.
Paracha, who has permanent alien residence status, was specifically charged with posing as a former US resident, Majid Khan, to obtain immigration papers that would allow Khan to slip back into the United States.
According to the FBI, Khan planned to carry out attacks on petrol stations on his return to the country.
The prosecution at the trial had relied largely on Paracha's confession to FBI agents which he later recanted, saying that it had been secured under pressure and insisting he had no connection with al-Qaeda.
His argument was dismissed by US District Court Judge Sidney Stein who said Paracha was fully aware of who he had been dealing with.

Jetton said to be hard worker who 'liked to see things explode'

One of them, 21-year-old Matthew Rugo, was killed in the explosion at the Lakeview apartments Wednesday.
His roommate, 21-year-old Curtis Jetton, was injured in the blast.
Authorities say they were making peroxide-based explosives in their apartment in the 8800 block of Palmer Highway.
Jetton was injured and is now charged with filing a false report. He's being held on a $10,000 bond.
Jetton's mother gave 11 News an earful, but refused to speak on camera. She said her son has suffered from a mental disorder since he was young.
She angrily denied that her son had any involvement with any hate group.
11 News sources say the pair may have belonged to a local, four-member group which professes its hatred for the American government.
We're told that two members of that group are women and those women allegedly admitted to investigators their affiliation to this anarchist group.
Our sources tell us there is no evidence pointing to any international terrorism ties. However the chemical they were apparently using is popular with suicide bombers and other terrorists.
Investigators suspect Rugo was making explosives for a weekend entertainment activity. They said he and his friends allegedly liked to blow things up. <<

This Public Announcement updates information on the continuing threat of terrorist actions and violence against Americans and interests overseas. This supersedes the Worldwide Caution dated December 12, 2005 and expires on December 6, 2006.
The Department of State remains concerned about the continued threat of terrorist attacks, demonstrations and other violent actions against U.S. citizens and interests overseas. Americans are reminded that demonstrations and rioting can occur with little or no warning. The publication in the international press of caricatures of the Prophet Mohammed, for example, led to widespread demonstrations and riots in several countries.
The March 2006 bombing near the U.S. Consulate in Karachi, Pakistan, illustrates the continuing desire of al-Qaida to strike official American targets. Current information suggests that al-Qaida and affiliated organizations continue to plan terrorist attacks against U.S. interests in multiple regions, including Europe, Asia, Africa and the Middle East. These attacks may employ a wide variety of tactics to include assassinations, kidnappings, hijackings and bombings.
Extremists may elect to use conventional or non-conventional weapons, and target private interests or soft targets with a reduced security posture. Examples of such targets include high-profile sporting events, residential areas, business offices, clubs, restaurants, hotels, places of worship, schools, public areas and locales where Americans gather in large numbers, including during holidays. Financial or economic targets of value may also be considered as possible venues; the failed attack on the Abqaiq oil processing facility in Saudi Arabia in late February 2006 is one such example.
In the wake of the July 2005 London bombings and the March 2004 train attacks in Madrid, Americans are reminded of the potential for terrorists to attack public transportation systems. In addition, extremists may also select aviation and maritime services as possible targets.
U.S. citizens are strongly encouraged to maintain a high level of vigilance, be aware of local events, and take the appropriate steps to bolster their personal security. For additional information, please refer to A Safe Trip Abroad found at http://travel.state.gov.
U.S. Government facilities worldwide remain at a heightened state of alert. These facilities may temporarily close or periodically suspend public services to assess their security posture. In those instances, U.S. embassies and consulates will make every effort to provide emergency services to U.S. citizens. Americans abroad are urged to monitor the local news and maintain contact with the nearest U.S. embassy or consulate.

Saleh Al Suwailem remained silent Tuesday as he was led in handcuffs from a U.S. District Court, moments after a judge ordered him held without bond for his admitted June 5 threat to bomb an airplane after the U.S. Army refused to hire him as an interpreter.
U.S. Magistrate G. Mallon Faircloth sent the case against Al Suwailem to the grand jury, which will decide if the Saudi Arabian national should be indicted for making a terroristic threat against an airplane.
"I'll leave that to the discretion of 26 or however many grand jurors may be impaneled," Faircloth said. The grand jury should meet soon, the judge said.
