The House and Senate will soon start hammering out the stark differences between their immigration reform proposals. The Senate bill would put undocumented workers in the United States on a path toward citizenship. But the House version, firmly supported by the Republican leadership, omits such a plan, which many in the GOP call "amnesty." It stresses enforcement.

Rep. James Sensenbrenner, a Wisconsin Republican, introduced the original House bill. As Judiciary Committee chair, he is expected to be the House's lead negotiator on the immigration bill. He spoke with U.S. News about how this is going to be a difficult bargaining session with big political implications.

Are you optimistic that a compromise can be reached?

This is the toughest thing that I have ever been asked to do in 27 1/2 years in Congress and 10 years prior to that in the Wisconsin Legislature....But doing nothing is probably the worst of all possible worlds because if we do nothing, there will be another 20 million illegal immigrants that enter the country in the next 10 years and that will overcrowd our schools and probably cause a collapse of the healthcare system.

Is there any part of the guest-worker plan or path to citizenship that you support?

I do not support anything that is an amnesty. The real problem with the Senate bill is that the people who would apply for amnesty would end up pricing themselves out of the market in many of the jobs that they currently hold. Amnesty is not going to be as successful as its supporters think because if someone legalizes themselves, then they end up paying Social Security taxes and state and federal securities, and increase their cost to their employer.

Sensenbrenner has been mostly left alone by the pro-amnesty, pro-illegal, pro-mexican immigration preference, freepers. Look for them to start drawing their long knives soon.

How nice to be reminded that there are still a few republicans who Get It. His answers are concise and perfectly reasoned. The only thing I would have hoped for is a little bit more on how the last amnesty bill failed and this one is the SAME THING OVER AGAIN.

Very smart to bring up Simpson Mazzoli and its failure.

Simple, understandable line: "We're not going to make the same mistake again."

Here's another - "We need no permission slip from Mexico." Harkens to Bush's statement about the UN.

The other unbeatable one is "Security first, then talk about amnesty later." Most people would say that sounds reasonable. Rove can push his radical "comprehensive" all he wants. And the MSM has ironically bought Rove's framing of the issue, but that's beatable.

I wonder if the Repubs are going to debate the Senate bill in the House before reconciliation committee. Every day expose a new outrageous provision. Make that the election talking points while the Dems argue, again, whether they have a plan for something or not.

Dems will be wondering how Rove "tricked" them again LOL

that is the only point I disagree with.
with ONE THIRD OF ALL INCARCERATED IN AMERICA BEING ILLEGALS
these people need to be DEPORTED!
MS 13 and the hundreds of thousands of illegal felons in America aren't here to work and they aren't going home on their own!
GWB claims they have deported SIX MILLION...
well if they can deport six, they can deport 12,18,24 however many of them are here!

Well, that's a good half of the problem, but the other half is having congress grow the balls to override the judicial decrees that people here illegally have access to the same (and more) gubmint bennies which should be reserved for citizens and immigrants here legally.

Such judicial fiat could be thawrted by refusing to allocate funding, putting such issues outside the jurisdiction of the courts or even impeaching judges.

In the history of our Republic, there have been exactly 12 federal judges impeached, 7 of those 12 removed from office and exactly 1 of the 5 not removed because he had the decency to resign.

Some companies cull the most underperforming 5% of their employees every year. Would it be too much to ask that congress remove at least the one worst judge every year?

(I'd like to nominate Ruth Bader Ginsberg for the honor.)

What a huge crock of b.s. There are already too many illegal aliens in our country who are overcrowding our emergency rooms, our school rooms and our prisons. What we'll be doing by granting amnesty to those illegals already here is giving a free pass to gang members, drug dealers, dead beats who have abused our system, rapists, murderers, and Lord knows what other type of criminals. I thought Carter's Mariel boat people fiasco was ridiculous, but giving amnesty for up to 20 million illegals is INSANE.

I've enjoyed your cogent posts. Here are some more arrows to add to your already formidable quiver, points that could be posed to conservatives/neoconservatives who supported the Senate bill.
"As the bill progresses, it acquires more and more provisions that should be detestable to to all conservatives: the tax provisions that allow illegal immigrants a 40 percent exemption on back taxes that the IRS would grant no American; the Social Security changes that give illegals credit for payments made on false identities; the transformation of the guest-worker program so that "temporary" status becomes permanent residence in a few easy steps; the provisions that give guest workers protections that US workers don't enjoy; and the outright lies about such "safeguards" as that the illegals must learn English to "earn citizenship" and that even then they will go to the back of the line, behind legal appicants. Why do you raise no protest over these effects of the legislation or over the wider socialization of the US economy they would inevitably impose?"

What do you think of the proposal by Rep. Mike Pence, Republican of Indiana, that would provide an incentive for illegal immigrants to leave the country and then apply for guest-worker visas to come to the United States?

SENSENBRENNER:
"I have not reviewed the Pence proposal. The thing is ... the Senate has passed a bill and the House has passed its version of a bill. But the Pence bill itself has passed neither house.

Looks like the illegal alien problem will just continue then, since the Senate will never consider HR 4437 on its own.

The Pence plan includes & passes HR 4437 before worrying about guest-worker permits and it sure in the Hell doesn't reward AMNESTY or any path to citizenship.

It is the ultimate compromise and flexibility, a Solomonesque solution to the illegal problem, one that Sensenbrenner, per the Q & A, acknowledges that there's going to be negotiations and that something needs to be done or else another 10 million will stream through the borders.

Sensenbrenner gets it, no question about it - but he himself admits that there's going to be some flexibility. So why not look at the Pence plan, go over it, shorten the guest-worker provision, learn from the disastrous Simpson-Mizzoli plan, etc. and get something done?
