Sen. John Kerry, D-Mass., will this week introduce legislation to pull the majority of U.S. troops out of Iraq by the end of 2006, his office announced.
Kerry will offer an amendment to the 2007 defense authorization bill.
The recent trend in Iraq has been to increase rather than decrease American troops. Earlier this month the U.S. military announced that 3,500 troops -- two battalions of a brigade that was being held in Kuwait as a back up force -- had been deployed to Anbar province, the heart of the insurgency. Those battalions joined another that had already been called forward to Baghdad.
Kerry's amendment would hinge on establishing a schedule with the Iraqi government.
"This will legitimize the new Iraqi government, enable the Iraqis to become more self-reliant, and undermine support for the insurgency," the announcement from his office said.
Under Kerry's plan, not all U.S. troops would leave Iraq. Those "essential to completing the mission of standing up Iraqi security forces would remain," the announcement said.
The United States would maintain presence in the region "to prosecute the war on terror and protect regional security interests."
Finally, his amendment will call on President George W. Bush to convene a summit including the new Iraqi government, leaders of the governments of each country bordering Iraq, representatives of the Arab League, the secretary general of the North Atlantic Treaty Organization, representatives of the European Union, and leaders of the governments of each permanent member of the United Nations Security Council to reach reach an agreement on Iraq's fundamental political challenges -- whether and how the country will be federalized along geographic lines, how oil revenues are to be divided, what to do about sectarian militias, security guarantees, reconstruction, economic assistance and border security, Kerry's office said.
The Congress got all upset last week when Jefferson's office was the subject of a warrant. They claimed it wasnt right becasue another branch of government was intefering in their branch, Yet Traitor John wants to tell the President what to do and how to do it. He should go tell his Grandmother how to suck eggs.

Someone please tell Kerry that he does Not command the U.S. Military and he never will so he should shut the hell up and let the more knowlegeable people in the administration run the show.
If the Dems had done the job when they were in power we would not be in Iraq or afghanistan Now.

So now he is about to announce a "plan"?

If I recall correctly, Kerry had a bazillion "plans" to solve all of the earth's and humankind's ills. Trouble was, when pressed, the "plans" were all empty suits - nothing there.
I suspect that aside from "cut and run", Kerry's "plan" lacks any details - like all of his other "plans".

The other thing that is laughable is that wasn't JKKF running around for the last year calling for more troops to be sent to Iraq as his master plan? What an absolute putz.
BTW 'senator', not that it matters but your so-called Amendment violates the separation of powers by infringing on the Executive branch, so go polish crazy Teresa's shoes and STFU.
Kerry was for it before he was against it... or is it he was against before he was for it.
If this is true, then we need to make a big deal out of it. Just think of the message:
"Had we gone along with Mr. Kerry's plan to pull troops out at the end of May, Zarqawi would still be at large, killing innocent men and women rather than 6 feet under."
