Program Description: The purpose of the Texas Pre-Kindergarten Limited English Proficiency (LEP) Pilot Program is:
To implement multi-age programs serving 3-, 4-, and 5-year olds that assure that English language learning children receive appropriate activities to enter school prepared to succeed. The pilot program must provide many opportunities for the acquisition of English, while supporting the childs first language including social services, appropriate training and modeling, and research based curricula and supplies to enhance the development of both languages. Instruction must be in both languages so children can learn concepts in the language they understand while developing their English skills. Programs must include bilingual education specialists and continued professional education to support the teachers.
Grant Period: March 15, 2006 August 31, 2007.

Agree, agree, agree. And to answer your last question, I sincerely doubt it.
I did not attend pre-K (or even 'K' for that matter), and somehow managed to graduate with honors (from both high school & college). I'm not saying this to brag (truly), but rather to point out that children can and do succeed without pre-K, or pre-pre-K, or who-knows-what.
Parents shouldn't be so eager to relinquish their children to the public school system, and kids really need to time to be 'just kids' ... childhood has become almost nonexistent in today's world.

Don't know which versions you have read but those of our Declaration of Independence and the Constitution of the United States of America that I've perused were in English.

Yes, they were written in English, but do either of those documents state that a child, or any other citizen, for that matter, must speak english in order to be entitled to the same rights as any other?
Do you honestly believe that these "LEP" children are going to be made up of legal citizens? Two years ago, the stats were something like 3.5 million Texas residents were born outside of the U.S. At least a third of them are *illegally in the United States*.

Yes, it sucks that your taxes have to pay for something of which you are forbidden to partake but this is a blessing in disguise. Your niece will fare much better at home with one-on-one instruction.
I bought my house patrly based upon the new elementary school to be built a year later. So, three years later, my son is ready for kindergarten, and the school is "full". He'd have to go to school in another neighborhood.
We homeschool now.

Contrary to popular thought, preK is not necessary.
Yes, I actually do believe that the vast majority of 4 year olds trying to enter pre-k here in Texas are legal citizens of this country. You have to present both an original legal birth certificate AND a legal original social security card in order to enroll in school here.
All it takes to become a citizen is to be born here. It doesn't matter whether your parents are legally here or not. If you are born here, you are a citizen here, and if you are a citizen, you are entitled to be educated here.
Are you honestly saying that you believe 3-4-5 year olds are sneaking across the border on their own to steal a "real American" baby's education?

Osborne was all for saving money by consolidating school districts
AND giving out money via in-state tuition for the children of ILLEGALS
at their state universities/colleges.

The preK advocates in FL managed to get a ruling a couple of years ago that made preK mandatory for any child "in the system." They hoodwinked and maneuvered using a case where a child was injured or murdered (I can't remember), saying "if she had been in preK, she would be not injured/alive today." They use any in they can grab because, of course, their intention is to make preK mandatory for all children in this country. Get the kids away from the parents asap.

My sister has a different view on preschool than I do. I'm trying to be of help to her without being judgemental.
That said, I'm growing really tired of paying for our friends born south of the border, breaking into our country for free healthcare, schooling and the like. Americans keep footing the bill for illegals, and I for one am so fed up with it............my goodness.
As for this 4 year old wanting to be in school...I think that this is probably her one opportunity to see and play with other children her age. Again, she lives in the middle of nowhere.
And as for your opinion of 4 year olds staying home to learn from their mommies...let the illegals keep *their* kids at home. After all, who better to communicate with a SSO child than its SSO mama?
