2002 Document: Plan To Produce Mobile Laboratories (Translation)

Document CMPC-2004-006626 dated November 11 2002 talks about a plan to develop MOBILE LABORATORIES. The document is from a company called Ibn Rushd which is subsidiary of the Iraqi Military Industrialization Commission (MIC). As many of us know, the debate about the Iraqi Mobile Laboratories has been going on for the over three years. The Iraq Survey Group (ISG) indicated in their 2004 report ( http://www.cia.gov/cia/reports/iraq_wmd_2004/chap6_annxC.html ) that the Iraqi Mobile Laboratories were used for agricultural purposes “Seed Purification Project” that concluded in 1997. In fact I found a document dated 1997 (Document CMPC-2004-005680 ) that talks about a Mobile Seed Laboratory. However the year 1997 indicated in the ISG report as the concluding phase of the “Seed Purification Project” and the Mobile Laboratories related to it can be an important date since this document about a plan to build Mobile Laboratories is dated November 2002. Also it is noteworthy to mention that Ibn Rushd the Iraqi MIC subsidiary was one of the companies suspected in developing Iraq Biological and Chemical Programs.

In regards from the letter singed with you on 12/10/2002 regarding our company investment plan to the year mentioned above, included is the technical report according to the letter showing its details below:

1. Develop and enlarge existing laboratories, 178,000,000 Dinars

2. Prepare MOBILE LABORATORIES , In Iraqi Dinar 128,413,00 + 273,445 Euros with 10 Dinar/Euro, 27,344,500, 155,757,500 Dinars.

Total 333,757,500 Dinars

Remark: The cost of the vehicles related to the Mobile Laboratories is not determined yet.

Please review and do what is necessary… with regards

Measurement device for the speed of vibration
(thermometer, speed controlled mixing device, centrifuge or other rotational equipment monitor)

Measurement device for the speed of rotation
(centrifuge, magnetic mixing device)

Ultrasonic wave test device (internal integrity monitor, chemical analysis?, volumetric monitor,)


Different pressure measurement devices (self explanatory)

Mobile testing device for metals (metal integrity testing, metal composition testing)

X-Ray testing device (similar to ultrasonic testing device)

20 Kilovolt electric generator (generators are usually measured in outpout wattage, not voltage, however, if the amperage is a known constant, total output is available, otherwise, the voltage necessary could indicate use of specific equipment in a lab, 20kV is high voltage for plug in the wall equipment, low compared to transmission line voltages, could indicate a furnace (carbon vacuum reduction?) or other heating device, more likely either misidentification, problem with translation, or improper terminology in IDing the generator used to power the entire laboratory truck)

If you can provide a full translation of the equipment list, I will run it past a retired doctorate organic chemist with 30+ years of experience in high end labs and ~40 US patents for analysis of intent and capability. I know enough chemistry to know there's not enough information in this partial list of equipment to narrow down the lab's intended use.

I think I remember shortly after we were in Iraq, soldiers found what they thought to be mobile laboratories of some sort. Interesting.

Vibration and rotation sound like something associated with mixing which would be critical to making binary chemical weapons ready for action. Or preparing solutions for spraying which could be agriculturally related OR bio/chem weaponry.

Ultrasounds for cattle?

Pressure measurement for spraying?

X-ray machine for veterinary purposes?
