Rutherford B. Hayes. Took an oath early because Inauguration Day fell on a Sunday.
It's worth mentioning Zachary Taylor refused to be inaugurated on the normally allotted day for the same reason - however he died in office.
9. Eleven presidents have served exactly two full terms in office. One of them served a different number of days than the other 10. Who and why?
George Washington. His first inauguration was in April.
10. If Ted Kennedy had been elected president in 1980, he and George Washington would have had in common something that only two actual presidents do. What and who?
An older brother in the Navy. (Lawrence Washington was in the Royal Navy, and Jack Kennedy was also in the Navy).
The others I haven't figured out.

THat's a good guess. 1800 and 1900 were not leap years.
That's not the question though. Half the answer is "Have the same birthday." The other part is to find the two presidents that actually do share a birthday. (Which should be trivial enough to Google.)
Nixon and Cleveland were the only two presidents that won the popular vote THREE times but only served TWO terms due to losses in the electoral college.
I'd suggest if it's the 4th of July...then it is Calvin Coolidge.

Oh, wait...you said president...that would be Herbert Hoover.
It could deal with their final vote total. Wasn't that the election where George Wallace stole some seats? Could it deal with percentage of vote? Maybe they didn't get 50%? 40%?
