"Woof" is used in broadcasting to say "stop," "that's enough" or to mark a specific point in time -- which is what is done in this case. "Tony's show starts in 3 minutes: WOOF!" Means in 3 minutes from-- NOW!
Tony is also practicing how NOT to answer questions. That's sometimes an important skill in that role. The Press Secretary can't get ahead of the President or the policy.
If I could wave a magic wand, I would make him the press secretary, but this is his call, and we will have to support whatever decision he makes. (You note I am assuming he is first on the list and it is his job to turn down.)

Unfortunately the Press Secretary pay scales are all dictated by Congress. It's the book deals after that Tony can make the big $$$$ on...not to mention that he for sure could be Anchor on some BIG shows.
A side benefit would be the frenzy that the libs would go into when a FOX person became press secretary. HAHAHA!
