I think that "Wisdom not War" is as silly and ineffectual as Woodrow Wilson's statement that he was "Too proud to fight".
The Imperial German Government felt that if they had a way of fighting that violated the norms of international conflict, but gave them an advantage, then they should seize the advantage. This was true of their violation of Belgian Neutrality, and their torpedoing of civilian liners without advance notice or making provisions for the safety of the passengers.
Cowards will always find a reason to stay out of war. They have in the past, and they will in the future.
