For almost two years, intelligence services around the world tried to uncover the identity of an Internet hacker who had become a key conduit for al-Qaeda. The savvy, English-speaking, presumably young webmaster taunted his pursuers, calling himself Irhabi -- Terrorist -- 007. He hacked into American university computers, propagandized for the Iraq insurgents led by Abu Musab al-Zarqawi and taught other online jihadists how to wield their computers for the cause.

ARTICLE SNIPPET: “”Younis Tsouli was the best of the so-called Internet jihadis. He played a significant role in promoting the global jihad, he demonstrated how online jihadist activity is directly connected to real-world terrorism,” said Aaron Weisburd, a U.S. computer expert who frequently clashed online with the figure he once knew only as Irhabi 007.”
ARTICLE SNIPPET: “The Daily Telegraph yesterday reported that authorities recovered a particularly ominous message from Mr. Tsouli’s computer - “We are 45 doctors and we are determined to undertake jihad and take the battle inside America”- but had no information linking it to last weekend’s thwarted car-bomb attacks by immigrant physicians in Britain.”
ARTICLE SNIPPET: “Two British accomplices of Mr. Tsouli, who also pleaded guilty this week, are Waseem Mughal, 24, and Tariq Al-Daour, 21.”

“45 Muslim doctors planned US terror raids”
By John Steele, Crime Correspondent
Last Updated: 5:27pm BST 05/07/2007
ARTICLE SNIPPET: “A group of 45 Muslim doctors threatened to use car bombs and rocket grenades in terrorist attacks in the United States during discussions on an extremist internet chat site.”
ARTICLE SNIPPET: “They were discovered at the home of Younis Tsouli, 23, Woolwich Crown Court in south-east London heard.
One message read: “We are 45 doctors and we are determined to undertake jihad and take the battle inside America.
“The first target which will be penetrated by nine brothers is the naval base which gives shelter to the ship Kennedy.” This is thought to have been a reference to the USS John F Kennedy, which is often at Mayport Naval Base in Jacksonville, Florida.
The message discussed targets at the base, adding: “These are clubs for naked women which are opposite the First and Third units.”
It also referred to using six Chevrolet GT vehicles and three fishing boats and blowing up petrol tanks with rocket propelled grenades.
Investigators have found no link between the Tsouli chat room and the group of doctors and medics currently in custody over attempted car bomb attacks in London and Glasgow.
However, sources said it was “definitely spooky” that the use of doctors for terrorist purposes was being discussed in jihadi terrorist circles up to three years ago.”
ARTICLE SNIPPET: “In one on-line conversation, Daour, asked what he would do with £1 million, replied: “Sponsor terrorist attacks, become the new Osama.”
The three men outwardly appeared to be leading normal lives, studying and living with their parents. Tsouli had come to the UK with his family from Morocco in 2001.
Mughal had a degree in biochemistry from Leicester University and was studying for his masters.
Daour, who was granted British citizenship in May 2005, had applied to start a law degree.”

“Mayport the target of terrorist plot”
Jacksonville Business Journal - 4:13 PM EDT Thursday, July 5, 2007
by Stewart Verney
ARTICLE SNIPPET: “Three Muslims in England who used the Internet to incite terrorist attacks included Mayport Naval Station among their targets.
The men were convicted in London of inciting terrorist murder on the Internet and given sentences of six and a half to 10 years. The sentencing came after a two-month trial. The men were arrested in October 2005.”
ARTICLE SNIPPET: “A judge in London sentenced Younis Tsouli, 23, to 10 years in jail; 24-year-old Waseem Mughal to seven and a half years; and 21-year-old Tariq Al-Daour to six and a half years.
Investigators found no link between the chat room run by Tsouli and the group of doctors and medics in custody over attempted car bomb attacks in London and Glasgow.”

“Terrorism’s Hook Into Your Inbox”
U.K. Case Shows Link Between Online Fraud and Jihadist Networks
By Brian Krebs
washingtonpost.com Staff Writer
Thursday, July 5, 2007; 2:34 PM
ARTICLE SNIPPET: “Aaron Weisburd, who directs Internet Haganah, a Web forum dedicated to tracking pro-terrorist Web sites online, said cyber crime and credit card fraud have been a steady subplot underlying most of the terrorist-related sites he’s tracked online since 2002.
In a recent analysis, Weisburd examined a number of Internet sites residing on a Web server also used to host a jihadist site. Weisburd said he found numerous counterfeit online banking sites, the sort typically set up by scam artists to steal personal and financial data from consumers.
“In short, the terrorist Web site was the most legitimate site on the server,” Weisburd said. “In an age when people sign themselves up for the cause and make a good faith effort to try and kill people, credit card fraud and identity theft is a crime [terrorist sympathizers] can get into from the privacy of their own home. Pretty much wherever there are jihadists active online, you will also find guys engaged in online fraud.”
Weisburd said credit card fraud and the cyber crime methods that facilitate it are ideally suited for upstart terror cells seeking funding. The Carbondale, Ill.-based activist said he also sees a great deal of overlap in membership between the Arabic-language online hacking forums and those of the online jihadist community.
“If they don’t know how to get started in online fraud, these guys can find all kinds of support from people who will gladly teach them how to do it.”
If Tsouli helped to pioneer a number of methods for the jihadist forums, jihadist groups have since moved their Internet operations further underground. Experts said most of the major forums have since consolidated their operations into small number of password-protected forums known as the Al Fajr Center.”

“Cyber-terrorists who incited murder are jailed”
By John Steele
Last Updated: 2:13am BST 06/07/2007
ARTICLE SNIPPET: “All three pleaded guilty two months into their trial to “inciting another person to commit an act of terrorism wholly or partly outside the United Kingdom which would, if committed in England and Wales, constitute murder”.
They are the first people to be convicted, effectively, of incitement to murder over the internet. The case is also the first prosecution to be based entirely on the distribution of jihadi material on the internet. Mr Justice Openshaw described the men as engaging in “cyber jihad”, adding: “Much of the material was directed at young men who are more likely to be impressionable and are, of course, of military age.
“Much of it does amount to incitement to commit murder by way of encouragement to join the call of arms, to participate in jihad, to go on and commit an act of terrorism.””

Three jailed over holy war campaign
Thursday July 5, 2007
Three men who used the internet to urge Muslims to carry out their “religious duty” and wage holy war against non-believers have been jailed.
Targeting a “vast and disparate” audience, they promoted martyrdom and jihad through a series of online forums and websites. One of the posts, which referred to the July 7 London bombings in which 52 innocent people died, said: “From the moment the infidels cry, I laugh.”
Ringleader Younes Tsouli, who ran an internet site which regularly featured beheadings, was imprisoned for 10 years. Co-defendant Tariq Al-Daour who was also involved in a £1.8 million fraud, was jailed for six-and-a-half years. The third man in the dock, Waseem Mughal, was given a seven-and-a-half-year sentence at Woolwich Crown Court for his role.
Earlier this week, all three pleaded guilty to inciting another person to commit an act of terrorism wholly or partly outside the United Kingdom which would, if committed in England and Wales, constitute murder.
Thursday’s case is the first prosecution to be based entirely on the distribution of jihadi material on the internet.
Passing sentence, Mr Justice Openshaw described the men as engaging in “cyber jihad”, encouraging others to kill non-believers. “It would seem that internet websites have become an effective means of communicating such ideas,” he added.
But the judge said none of them had come anywhere close to carrying out acts of violence themselves.
Referring to Tsouli, he said: “He came no closer to a bomb or a firearm than a computer keyboard.”
The judge said Tsouli should be deported back to Morocco - his birthplace - after serving his sentence.
Mr Justice Openshaw said the Metropolitan Police had searched a “hugely gigantic” amount of material - computers, CDs and memory sticks - to bring these three men to justice.

Casting a shadow of crime
Recent events draw attention to the misuse of the Internet to unleash terror.
(July 16, 2007)
R.K.Raghavan
ARTICLE SNIPPET: UK conviction
That the fears expressed over misuse of the Internet are not imaginary would be best illustrated by a criminal case that recently ended in the conviction of three persons in the UK. The trio (Waseem Mughal, Younus Tsouli and Tariq Dour) were experts at stealing credit card information online (mainly from gambling Web sites), using which they made huge purchases from online stores. The goods they so bought were mainly that required by Jihadists.
According to a Washington Post report, the three established a network of communication forums and Web sites for the benefit of such Jihadists. Incidentally, the sites carried tutorials on hacking and how to prepare explosives. Vol uminous material on the happenings in Iraq, especially on suicide bombing, was also made available. A posting on one of the sites carried a discussion following which was a message: We are 45 doctors and we are determined to undertake jihad and take the battle inside America. The involvement of doctors in the recent London and Glasgow terrorist attempts should not, therefore, come as a surprise to those who had knowledge of the activities of Mughal and company. It is certain these three will also be under scrutiny during the current investigations by the UK Police.
Interestingly, one of the conspirators, Tsouli, was arrested from his West London apartment while he was logged on to a Web site titled youbombit.r8.org. In his laptop, the investigators located a folder entitled Washington that carried short video clips of the citys important landmarks, and a hazardous chemical response vehicle.
Investigation against the three youths began in late 2005 after a tip-off from the Bosnian Police. The latter were examining the involvement of a Swedish and a Danish national in a plot to cause explosions in Europe, after they were found in possession of substantial amount of plastic explosives. Also seized from the two was a video carrying a message from them supposedly after causing the explosion they were planning. Obviously this was meant to be posted on the Internet for propaganda purposes!”
ARTICLE SNIPPET: The spate of instances of Internet misuse for disseminating propaganda that glorifies violence has spawned a new class of experts who are constantly hunting for terror-based Web sites so as to bring them to the notice of law enforcement.
One of them is Aaron Weisburd who runs a Web forum, Internet Haganah, which is solely on this laudable mission. He recently undertook an intensive study of the sites in vogue and established that there was a nexus between those engaged in setting up terrorist sites and counterfeit online banking Web sites.
In his view, credit card frauds are also linked to such individuals. Terrorist organisations badly need resources, and it looks as if the one main source of funding is stolen financial information that facilitates online thefts from banks. This means, there is only a thin line of distinction between some of those who preach terror in cyber space and those who can rightly be labelled classic cyber criminals always on the prowl for victims.
Great link showing 007’s connections in London. BTTT!
Thank you P Galt.
Tsouli was one of the hardest working jihadis on the internet.
Hopefully, he will be a changed man for the better when he
gets out of prison.
