Russia and China bridle at paying UN All Financial Times NewsThe US has sparked protests from Russia and China by proposing a fundamental change to the way contributions to the United Nations are calculated that would make them pay more.

The US, the organisation's biggest contributor, wants to shift from a formula broadly based on gross national income (GNI) to one that takes account of purchasing power parity (PPP) – a tool used by economists to compare living standards in different countries more accurately.

In testimony prepared for a congressional hearing, before that hearing was delayed, John Bolton, the US ambassador to the UN, argued that the GNI-based calculations could be "greatly skewed by distortions introduced into the marketplace by ­currencies which are non­-convertible". By using PPP indicators "as an important economic tool in its discussions of scale of assessments", Mr Bolton says, the UN would be "be better equipped and have more balanced data".

But the move is a clear challenge to China and Russia, and to developing countries, whose relative wealth is considerably higher when measured by PPP. "PPP would radically shift the balance," said one UN diplomat.

Liberals have been in favor of the principle that those with more purchasing power should pay more in taxes - or in this case - UN dues. John Bolton has hoist them on the petard of their own devotion to higher taxes on the one hand and their blind faith in the UN on the other hand. It will be fascinating to see how they reconcile their dilemma.

I am so angry Bush had to 'recess appoint' this man because a REPUBLICAN, George "weepy" Voinovich and a few others though it "was a meanie"

I sure hope he gets re-instanted after his (limited because of the recess appointment) tenure is up. He can do that right? We just need to get him through the proceedings that the others were filibustering at the time.

The US and Japan together pay over 50% of the UN's budget. The UN has like....160 member countries.

..the libs ain't gonna like this...see, since the UN is Muslim (over half) and since the french can't see their way past burning cars, Germany got rid of the little wiener,Putin has more grease on his hands than most Iraqi's had ink on their fingers on election day. Kofi's about as effective as wet toilet paper.......and Bolton's a meanie. Too funny!!

unless it has included more this year, the UN has 191 nations. That could be more because of the break up of the USSR.

Also the last figures I saw were that USA paid 23% and Japan paid 19%. I don't believe we have agreed to pay more or has Japan. Not quite 50% but it seems to me that it is way tooooo much.

Really? Can you provide the numbers/sources? What is the breakup of it between US and Japan?
