Right--to be exact, Clinton ran a predicted surplus. For example, in 1999, Clinton ran a surplus for 2000. Just remember, the surplus is always next year, never this year.

Clinton's budget surpluses were illusory...they were "projections," sometimes out to ten years in the future, and not actual surpluses.
