Having had time to think about all this from a local perspective, something struck me. Hizzoner explained his statement by saying you make chocolate with white milk and chocolate. Maybe a lame excuse, but...maybe not...
Ray is definitely not 100% chocolate himself, so maybe we have it all wrong.
He might have been slyly referring to 'his' people; the lighter skinned, cafe-au-lait blacks, like the Morial family. It may be that Nagin wants that kind of chocolate city, and that he doesn't like 100% blacks any more than whites.

Oh- an the references to Pat Robertson influencing him are maddening. It's Calypso Louis Farrakhan Nagin has been talking to- he even has his gestures!
