Man [Raymond Hugh McNealy] Who 'Mooned' Neighbor Acquitted of Indecent Exposure

ROCKVILLE, Md. (AP) - It's considered disgusting in most quarters, but a Montgomery County (website - news) appellate judge has ruled that "mooning" someone isn't illegal.

The defendant, 44-year-old Raymond McNealy of Germantown, was charged with indecent exposure after exposing part of his buttocks to his neighbor and her eight-year-old daughter following an argument.

A lower court found McNealy guilty. He faced up to three years in prison and a $10,000 fine, but he appealed. Circuit Court judge John Debelius ruled Tuesday that McNealy didn't commit a crime. He said if what McNealy did was indecent exposure, then "any woman wearing a thong at the beach at Ocean City would be guilty."

But Debelius clearly disapproved of McNealy's actions, saying it could have been different if he'd been on trial for "being a jerk."

Okdokie, equating thong wearing and mooning. Of course there was an 8 year old child involved as well.

As far as exposure is concerned, there is no difference.

--when and where I was a kid, the act of "mooning" would have got you packed off to the state hospital (Mendota) for observation for a couple of weeks to see if you were fit to remain loose in society--

The only time I was every mooned was by two kids standing in the field of an elementary school mooning traffic....they were probably about 11 years old...

I laughed so hard I almost crashed...but still...those kids needed a major spanking for their obnoxious uncivil behaviour.

Where are the she-bears when you need them? :)

Is there a difference between seeing someone wearing a thong on the beach in OC vs. seeing some guy mooning you?...other than the hairy butt, that is.

Did this guy expose himself to an 8-yr old? He might not be guilty of a "crime", but he needs to be publicly told he's a jerk, as the judge said. Hope he had some big legal bills, anyway.

I agree... The article states that is was only a partial moon. My guess would be half or a 3/4ths moon. Not a full moon that would expose other things as well.

Remeber the sceen in Bravehart where the whole Irish army moons the English. LMAO... those were full moons plus some...

Too bad the woman didn't have a camera and snap a photo. She could have sent it around the internet as a joke, maybe to his Mom and other family members.
I'm tired of people assuming that if something isn't atually illegal that's the same as saying it's ok.
