It is hard to tell who is really the President of this country at times. Bush seems to agree to EVERYTHING -- no matter how bad it is for America -- as long as it looks good on his legacy or so the MSM cannot rant about it.
Another huge negative for the Bush legacy. No, McCain is just a political opportunist playing both sides as usual, and just getting away with what he can -- this is Bush's fault, like the signing of the McCain-Feingold Bill (another huge anti-Constitutional negative for America) -- the buck stops in the White House --
Bush's domestic performance continues to decline even more.
The white house fought this off as much as they could.
The house just voted for it over the two thirds veto proof margin.
It was not up to the white house the congress was going to pass it over his veto anyway.
McCain bulldogged his way to victory.
I heard that McCainiac attached this proposal to the (Defense Appropriation Bill) which runs out the end of the year so the White House has no choice.
They had a choice. They chose to give in.
Why don't you tell us EXACTLY what's to like about Senator John McCain?
Tell us all he's done to make this country safe?
And I do mean REAL things, not PR crap to further his political ambitions.
We can all wait while you compile that list.
Simply another case of Congress abdicating it's power to the courts. They define nothing, they simply will allow the courts to do that. A pity that the testosterone deficit in DC has reached critical mass.

McCain is solely to blame for this.
People that blame Bush for this are missing the point. The white house wanted nothing to do with this. They sent Cheney out to stop McCain saying it was infringing on executive authority.
McCain said he would attach the torture ban to every bill until he got his way. The house had a test vote yesterday with over two thirds support.
The White House was beat by McCain. McCain had the votes to overcome a veto. The White House is just using this as as face saving.
The president has no power when congress has the votes to overcome his veto.
