Please quote that section of the article for me. I must have missed where the Iraqi leaders said it was ok to kill American soldiers.

It really doesn't matter what they say. If they want us to leave, good riddance. We leave. And in fact, we should leave more quickly than their time table calls for, to keep terrorists off-balance.

They keep using the term "leaders" not the "Iraqi government."
Correct me if I'm wrong, but my understanding is that the "leaders" they are speaking about are most likely Mullahs.
