I do think part of this has to do with general conservative disgust with Republicans in general right now. Santorum is sort of an easy target, simply because he's been moving toward the center. He's mistaken if he thinks that is going to help him in Pennsylvania. First off, if he can't get the base, he's through. Most of Pa is very red. He needs to get those areas excited and willing to turn out in large numbers. Second, he needs to win Pittsburg. Pittsburg and Philly are blue but of the two, Pittsburg may be more amenable to making inroads. It's doubtful he'll make a dent in Philly, but he might be able to swing two or three of the suburbs, but again, moving to the middle isn't going to do it. He has to get a consistent message and he's got to start having more of a personal presence in the area. Press releases and emails won't do it.
One thing he might consider is making a statement in support of the new initiative by state Republicans to eliminate personal and business property taxes with a reduction of the state sales tax to 5% (although it would be expanded to cover services instead of just goods as it does now.) Although it's a state issue, it would play well and it would be popular with fiscal conservatives. Another thing he might do would be to team with Lynn Swann who is running for the Republican nomination for Governor for some outreach to the African-American community who actually share a lot of the same social values as Republicans. I doubt he'd do the latter because it would be tantamount to an endorsement of Swann over Scranton.

Between Specter and Rendell, I expect that we will see the Electoral Value of Pennsylvania PLUMMET in coming census data.

You could certainly do that.
Some Christian conservatives have indicated the same desire.
Before you do, read Chapter 12 of Hugh Hewitt's book "If It's Not Close, They Can't Cheat".
Some conservatives may recoil at Hewitt's words - but they're actually true.
