I do think part of this has to do with general conservative disgust with Republicans in general right now. Santorum is sort of an easy target, simply because he's been moving toward the center. He's mistaken if he thinks that is going to help him in Pennsylvania. First off, if he can't get the base, he's through. Most of Pa is very red. He needs to get those areas excited and willing to turn out in large numbers. Second, he needs to win Pittsburg. Pittsburg and Philly are blue but of the two, Pittsburg may be more amenable to making inroads. It's doubtful he'll make a dent in Philly, but he might be able to swing two or three of the suburbs, but again, moving to the middle isn't going to do it. He has to get a consistent message and he's got to start having more of a personal presence in the area. Press releases and emails won't do it.
One thing he might consider is making a statement in support of the new initiative by state Republicans to eliminate personal and business property taxes with a reduction of the state sales tax to 5% (although it would be expanded to cover services instead of just goods as it does now.) Although it's a state issue, it would play well and it would be popular with fiscal conservatives. Another thing he might do would be to team with Lynn Swann who is running for the Republican nomination for Governor for some outreach to the African-American community who actually share a lot of the same social values as Republicans. I doubt he'd do the latter because it would be tantamount to an endorsement of Swann over Scranton.

This is certainly bad, but maybe not a lost cause. First there is NO reason, NO triggering event for these numbers.
Santorum has not been involved in a scandal. Next when election season comes around Pro Life people from around the country will lend a hand or money to Rick. Yes Casey is supposed to be Pro Life as well, but if the Santorum people are smart they will remind people of what I call the Salazar effect. Ken Salazar lied to the people of Colorado when he said he would "be my own man" in the Senate. That lasted 2 months. Casey would simpley NOT be allowed to vote Pro Life in the Senate. Anyone who thinks he would is a fool. Finally the Republican GOTV in Pa. last year was outstanding. We cut W's losing margin in half. Next the same reason why Bush did not win Pa. might by why Rick wins the Keystone State: Voter fraud. If the Pa. GOP can enforce the HAVA and keep the fraud in Philly down Rick could win.
Finally people who are way ahead at the start rarely end up tat way. Oh they do win once in a while but not always.
Yes this is a tough situation for Rick, but no it is NOT a done deal.

if the GOP and repubs in general, the ones running the party, if they don't figure out fast precisely WHY they are in power and accurately determine how they got there, well, then they won't be for very much longer.
and it will happen. the GOP has no clue as the precisely why they are in power. they make things up that make good sound bites for both sides but they are clueless for an answer.

In every poll, Rick Santorum falls further behind. An incumbent polling under 40% is in terrible shape. If he doesn't make some progress soon, the GOP shouldn't rule out looking for a better candidate.
