PARIS (Reuters) - Gangs of youths torched 1,300 vehicles overnight in the 10th consecutive night of violence in Paris's poor suburbs and major French towns, despite the deployment of thousands of extra police.
Cars were burnt out in the historic centre of Paris for the first time on Saturday night. In the normally quiet Normandy town of Evreux, a shopping mall, 50 vehicles, a post office and two schools went up in flames.
Authorities have so far found no way beyond appeals and more police to address a problem with complex social, economic and racial causes.
Evreux mayor Jean-Louis Debre, a confidant of President Jacques Chirac and speaker of the lower house of parliament, told France Info radio:
"To those responsible for the violence, I want to say: Be serious ... If you want to live in a fairer, more fraternal society, this is not how to go about it."
The deaths 10 days ago of two youths apparently fleeing police ignited pent up frustrations among young men, many of them Muslims of North and black African origin, at racism, unemployment, their marginal place in French society and their treatment by the police.
"Many youths have never seen their parents work and couldn't hold down a job if they got one," said Claude Chevallier, manager of a burned-out carpet depot in the rundown Paris suburb of Aulnay-sous-Bois.
But authorities now say the rolling nightly riots are being organised via the Internet and mobile phones, and have pointed the finger at drug traffickers and Islamist militants.
Overnight, 1,295 vehicles were torched across France, the highest total so far, police said. An extra 2,300 officers have been drafted in.
Seven police helicopters buzzed over the Paris region through the night, filming disturbances and directing mobile squads to incidents. Overnight, police made 349 arrests.
The number of incidents in the Paris region was similar to the night before, but in the provinces it was up sharply.
TARNISHED IMAGE
The violence has tarnished France's image abroad, forcing Prime Minister Dominique de Villepin to cancel a trip to Canada, while Russia and the United States have warned their citizens to avoid Paris's troubled suburbs.
Villepin has combined a call for an end to the riots with dialogue with community leaders, youngsters and local officials, and has promised an action plan for 750 tough neighbourhoods.
"I'll make proposals as early as this week," the weekly Journal du Dimanche quoted him as saying.
But it remained unclear what could stop the violence, though some opposition parties have suggested a symbolic measure -- the resignation of Interior Minister Nicolas Sarkozy.
Accused of stoking passions by calling troublemakers "scum", Sarkozy has ignored calls to quit. A survey published on Sunday indicated his public image was holding up, even if many disapproved of his strong language.
Villepin also has ambitions to be the right wing's presidential candidate in 2007 and has tried to position himself as a much more consensual figure than Sarkozy; the effect on the crisis on his ratings is still unclear.
With no end in sight to the nights of wailing sirens, acrid smoke, stone-throwing and destruction, residents from all ethnic backgrounds are tiring of the unrest.
"My kids can't sleep at night," said a mother named Samia in Aulnay-sous-Bois. "They hear explosions, they see fires and they think they're in a war. When the slightest thing happens, they get anxious and say 'Mama, what's going on?'"
How did they compare Paris to Spain?
Spain was a terrorist plot/attack that was then manipulated by the Socialists and press to oust the conservative government, and in fact which had been planned in advance by AQ to disrupt the Spanish elections.
The French situation is different. This is a riot that is obviously being stimulated by outside forces as well as by internal fanaticism and the fact that Muslims have crossed the magic 10% threshold, at which point they start to assume that they should take over the government of any country unfortunate enough to have offered them a home. I think it's less a terrorist attack than a preview of things to come all over Europe, and perhaps even in some parts of the US.

These riots are cramping the French style. Frenchmen can't cheat on their wives and mistresses, no erotic art films can be made (unless its a shot of a couple having sex against a burning car - oh how symbolic!), or homosexual only whine and cheese parties. This rioting gotta stop! There important activities being interrupted in France.

The are so many things wrong with Midnight Basketball that I hardly know where to begin. First, do we really need a taxpayer funded program to encourage black boys to play more basketball? For all the problems that black youth have playing basketball is not one of them. They seem to have that skill down pretty well. Also do we really need to encourage colored people to be roaming around the streets after midnight? Once again that seems to be another thing they have down.
Of course it seems obvious that we should look at why the program failed in the 90’s before forking over millions again. Kids that carry guns, deal drugs and commit drive by shooting are not concerned about midnight basketball. They are busy with midnight murder. Do these clucks in government really think that homie will suddenly drop the life of petty crime in exchange for midnight basketball? Envision this scenario:
Rasheem: Yo, da do da do da da do! Translation: Let’s kill these Negroes and steal their dope.
Akeem: Da dum do da do! Di di didy bby! Translation: No that would be wrong! Let’s play midnight basketball instead!
Rasheem: Yo, yo, yo! Dats wha m sain! Translation: Yes that’s a capital idea. Now that there’s Midnight Basketball I no longer feel the need to commit crimes!
Here’s another problem with midnight basketball that no one ever thinks of. I work out daily right after work. It reinvigorates me. Try to exercise sometime just prior to your bedtime. You’ll be awake for several extra hours. So we’re going to have kids playing basketball at midnight and when will they go to sleep? To me midnight basketball is nothing more than a reinforcement of already established bad habits of goofing around during oddball hours.
Of course when thinking about crime reduction solutions one has to think of the hundreds of option available that don’t involve midnight of basketball. Oh I don’t know how about something like morning work or a ten o’clock curfew? Oh but that would involve personal responsibility and a real leader not obsessed with cheap votes at the expense of public safety. Let the midnight basketball begin!

Algerian group calls France 'enemy number one'
PARIS, Sept 27 (AFP) - An Algerian Islamist organisation, the Salafist Group for Preaching and Combat (GSPC), has issued a call for action against France which it describes as "enemy number one", intelligence officials said Tuesday.
"The only way to teach France to behave is jihad and the Islamic martyr," the group's leader Abu Mossab Abdelwadoud, also own as Abdelmalek Dourkdal, was quoted as saying in an Internet message earlier this month.
"France is our enemy number one, the enemy of our religion, the enemy of our community," he was quoted as saying.
France was mentioned 15 times in the text, and the Algerian government was also targeted, the officials said.
Nine people detained in a series of raids west of Paris Monday are suspected members of the GSPC, officials have said. They were being questioned for a second day Tuesday at the headquarters of the DST domestic intelligence agency.
Interior minister Nicolas Sarkozy said Monday that the risk of terrorist attack in France is "at a very high level... There are cells operating on our territory."

The GSPC was created from a split in the Armed Islamic Group (GIA), the main force in Algeria's long insurgency which was also responsible for a series of bombings in France in 1995.

French Minister Nicolas Sarkozy Honored for fight against Anti-Semitism

French Interior Minister Nicolas Sarkozy Monday condemned anti-Semitism as he received an international prize from a leading Jewish organization, saying that anti-Jewish behavior deserved "zero tolerance."
Sarkozy was awarded the 2003 Tolerance Prize of the Simon Wiesenthal Center for his work in combating anti-Semitism in France
The Jerusalem-based center hunts down Nazi war criminals throughout the world. "Confronted with anti-Semitism and racism, I know only two words," said Sarkozy: "Zero tolerance." (…) "You don't explain anti-Semitism and racism," he said: "You fight it."
Tensions in the Middle East have led to an increase in anti-Semitic incidents in France in 2002. In its annual report on racism in France, the National Consultative Committee on Human Rights (CNCDH) said that out of 313 acts of racist violence documented in 2002, 193 were anti-Semitic.
These acts "affect not only the Jewish community but the entire national community," Sarkozy said on Monday. "I refuse categorically to explain this anti-Semitic violence in terms of the Middle East situation," he said. "Anti-Semitism existed before the State of Israel."
The prize was presented during a colloquium at the United Nations Educational, Scientific and Cultural Organization (UNESCO) headquarters in Paris on the theme of "Education for tolerance: the resurgence of anti-Semitism.". Shimon Samuels, Paris representative of the Wiesenthal Center, said the prize was being awarded to Sarkozy because of his "recognition of the scourge of anti-Semitism."
United Nations Human Rights High Commissioner Sergio Vieira de Mello described anti-Semitism as "a highly-resistant virus of the mind." (…) "Islamophobia seems to draw on the same resources as judaeophobia," he said. A just and lasting Middle East peace "would deprive the agents of hate of a pretext they have been exploiting for many a year," he said.
Nathan Sharansky, once a Soviet dissident and now Israel's Minister of the Diaspora, and UNESCO Director-General Koichiro Matsuura likewise received Wiesenthal Center prizes.
