The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

RMCP investigating Vancouver airport company

Snip: CTV News Vancouver has learned that a company that handles baggage and freight at YVR is the target of a major criminal investigation by the RCMP. The investigation was sparked a few weeks ago, after two Servisair/GlobeGround employees were arrested at gunpoint at the airport in a drug investigation.

A baggage handler and a high-level manager are suspected of smuggling drugs onto planes. CTV's Lisa Rossington reports that police are recommending criminal charges in a report to crown counsel, but there's no word on what those charges could be.

Servisair/GlobeGround handles everything from passenger service to freight at 175 airports including the Vancouver airport. The company employs baggage handlers, security screeners, ticket agents and the people who refuel planes.

I used Flex-Cuffs when I was a Probation & Parole Officer. You got to have a special flex cuff cutter to remove them. Tough as nails. Yeah, that'd do the job alright.

ARTICLE SNIPPET: "A defense contractor accused of sharing sensitive U.S. military information with the Chinese government had a hand-drawn map of the Kesserling nuclear reactor site in Milton among his possessions, according to federal court documents obtained by the Times Union.
A federal indictment and probable cause affidavit does not say how Chi Mak, a naturalized American citizen, got the map or what significance it has. But the map was among the items seized when federal agents executed a search warrant Oct. 28 on the Los Angeles-area home, office and vehicles of Mak, his brother Tai Mak, and both men's wives.

The map allegedly in his possession was the first of two recent security breaches of the 3,900-acre Kesselring site, operated by Knolls Atomic Power Laboratory. It's home to prototype nuclear reactors used in Navy submarines. The other security breach was on Nov. 30 and involved illegal hunting on the property."

Israel readies forces for strike on nuclear Iran

Israel's armed forces have been ordered by Ariel Sharon, the prime minister, to be ready by the end of March for possible strikes on secret uranium enrichment sites in Iran, military sources have revealed. The order came after Israeli intelligence warned the government that Iran was operating enrichment facilities, believed to be small and concealed in civilian locations.

Defence sources in Israel believe the end of March to be the “point of no return” after which Iran will have the technical expertise to enrich uranium in sufficient quantities to build a nuclear warhead in two to four years. The order to prepare for a possible attack went through the Israeli defence ministry to the chief of staff. Sources inside special forces command confirmed that “G” readiness — the highest stage — for an operation was announced last week.

Gholamreza Aghazadeah, head of the Atomic Organisation of Iran, warned yesterday that his country would produce nuclear fuel. “There is no doubt that we have to carry out uranium enrichment,” he said. He promised it would not be done during forthcoming talks with European negotiators. But although Iran insists it wants only nuclear energy, Israeli intelligence has concluded it is deceiving the world and has no intention of giving up what it believes is its right to develop nuclear weapons.

A “massive” Israeli intelligence operation has been underway since Iran was designated the “top priority for 2005”, according to security sources. Cross-border operations and signal intelligence from a base established by the Israelis in northern Iraq are said to have identified a number of Iranian uranium enrichment sites unknown to the the IAEA. Since Israel destroyed the Osirak nuclear reactor in Iraq in 1981, “it has been understood that the lesson is, don’t have one site, have 50 sites”, a White House source said.

If a military operation is approved, Israel will use air and ground forces against several nuclear targets in the hope of stalling Tehran’s nuclear programme for years, according to Israeli military sources. It is believed Israel would call on its top special forces brigade, Unit 262 — the equivalent of the SAS — and the F-15I strategic 69 Squadron, which can strike Iran and return to Israel without refuelling.

“If we opt for the military strike,” said a source, “it must be not less than 100% successful. It will resemble the destruction of the Egyptian air force in three hours in June 1967.”

The March deadline set for military readiness also stems from fears that Iran is improving its own intelligence-gathering capability. In October it launched its first satellite, the Sinah-1, which was carried by a Russian space launcher. “The Iranians’ space programme is a matter of deep concern to us,” said an Israeli defence source. “If and when we launch an attack on several Iranian targets, the last thing we need is Iranian early warning received by satellite.”

Russia last week signed an estimated $1 billion contract — its largest since 2000 — to sell Iran advanced Tor-M1 systems capable of destroying guided missiles and laser-guided bombs from aircraft. “Once the Iranians get the Tor-M1, it will make our life much more difficult,” said an Israeli air force source. “The installation of this system can be relatively quick and we can’t waste time on this one.”

The date set for possible Israeli strikes on Iran also coincides with Israel’s general election on March 28, prompting speculation that Sharon may be sabre-rattling for votes. Benjamin Netanyahu, the frontrunner to lead Likud into the elections, said that if Sharon did not act against Iran, “then when I form the new Israeli government, we’ll do what we did in the past against Saddam’s reactor, which gave us 20 years of tranquillity”.

Aussie beach erupts into violence


About 5,000 people have gathered at Sydney's Cronulla Beach, where locals have vowed to fight Lebanese men they blame for violence in area.

Two men of middle eastern appearance were seen being pursued and attacked as they tried to flee the crowd.
Thousands of people waving Australian flags have gathered on the beach in Sydney's south in expectation of a fight.

The atmosphere had become more like a street party until one man of Middle Eastern appearance was chased into a hotel bistro. Within a minute the hotel was surrounded by several thousand people, who were screaming and chanting.

Police have been forced to stop traffic on Elouera Road, which runs along the foreshore, as the crowd, also chanting pro-Australian slogans, spilled on to the roadway.

Two men chased by the crowd were being protected by police who had moved in on Northies Hotel, on the foreshore, where at least one had sought refuge, it said.
Broken beer bottles scattered Elouera Road, with many in the crowd drinking heavily.

Mounted police and other units are maintaining a heavy presence at the beach today after two rival groups used text messages to urge attacks on each other.

Some of the text messages encouraged people to carry out vigilante style attacks, and some message had racial undertones.

One of the messages had urged "Aussies" to take revenge against "Lebs and wogs". Another urged locals to rally at point on the beach today to take retaliation against "middle eastern" gangs.

As the crowd moved along the beach and foreshore area today, one man on the back of a ute began to shout "No more Lebs" – a chant picked up by the group around him.

Others in the crowd, carrying Australian flags and dressed in Australian shirts, yelled "Aussie, Aussie, Aussie ... Oi, Oi, Oi".

North Cronulla Beach, in Sydney's south, was the scene of two violent incidents last week – an attack on two lifeguards on Sunday and a brawl later in the week in which youths turned on a media crew. Authorities have been calling for calm since those attacks, which are believed to have sparked the text calls for attacks between the two groups.

Premier Morris Iemma and Police Minister Carl Scully have warned people against taking the law into their own hands.

"Let there be no mistake – if anyone comes to this beach on the weekend with the intention of causing trouble, the police will respond with the full force of the law to maintain order," Mr Iemma said yesterday.

HELPING THE WIDOWS AND ORPHANS OF TERROR IN THE HIGHLANDS OF PERU

AYACUCHO, PERU (ANS) -- The many scars left behind from a decade of violence and terror in Ayacucho, Peru, by the Sendero Luminoso (Shining Path) guerilla group are more than 5,000 widows and nearly 14,000 orphaned children.

Now a ministry called Latin American Indian Ministries (LAIM), has launched a project to help these widows and orphans.

Dr. Dale W. Kietzman, president of LAIM, explained that there is now the “possibility of doing something very positive for the widows and orphans among the Quechuas of the highlands of Peru.”

He continued, “God has graciously provided an ample location for the beginning of what we envision as a self-supporting community that will, at the same time, provide training for living to the orphans created by the guerilla activities of the Shining Path.

“The ferocity and cold-blooded cruelty of the Sendero Luminoso (Shining Path) guerilla group, beginning in 1980, brought economic ruin, social disruption, uncertainty and fear to the people of Peru, especially to the Quechua people in the Andes Mountains. It is estimated that over 100,000 people have died because of this terrorist movement.”

Alma Guillermoprieto wrote in "Letter from Lima: Down the Shining Path," The New Yorker, 8 February 1993, that Shining Path "has bombed police headquarters and municipal offices, gas stations and middle-class apartment buildings, think tanks and public schools. It has paralyzed the country with so-called armed strikes, and set fire to bus drivers who defied its orders to stay at home on strike days. It has murdered peasant families and leftist leaders. Most often, victims are killed in full view of their family or community. Sometimes they are hanged and sometimes shot, but often an execution-squad member — in many cases a woman — delivers the coup de grace with a knife.”

Dr. Kietzman continued, “Some thought the Shining Path was dead after its top leadership was arrested in 1992. But it is alive and well, still carrying on its nefarious activities in the Eastern Andes, with financial backing now from the drug trade.

“One of the leadership groups targeted has been that of pastors and elders of rural churches. Thousands of pastors and elders were killed. One of the many scars left behind from a decade of violence and terror, in Ayacucho province alone, are more than 5,000 widows and nearly 14,000 orphaned children. These children have no real chance at a future.

“Although the figures are staggering, especially the number of Christian leaders that were brutally murdered because of their faith, this crisis did not destroy the heart of the Church. Instead, it provoked a massive growth in evangelical churches, especially in the rural areas most affected by the social breakdown. Since this ordeal began in the 80’s, the Church has grown seven-fold from less than 1% to more than 6% of the native population. In many rural areas there has been purification through suffering, revival and miracles.

“LAIM has as a ministry goal to encourage, strengthen and support the indigenous communities of Latin America in their efforts to evangelize and disciple their own people; as well as to help them improve living standards for their families.

“The plan for the Apu Ayllu was not ours, but that of Quechua Indian leaders. The land purchase, in an area beyond the reach of the Sendero Luminoso, was the result of the leadership of Dr. Dana Pankey and his organization, Missionary Action Projects. A non-profit group in Cuzco, headed by Dr. Joel Saune, has done all the legal work and is now supervising work on the entrance road and improving the fencing around the property. An architect in Cuzco is drawing up plans for the development. Because the rainy season has set in, no construction can take place until April, but then we must be ready to move!”

Dr. Kietzman, who is also a founding board member of ASSIST Ministries, concluded by saying, “We invite you to be a part of this unique venture, with your prayer and contribution. We firmly believe that we are constructing a model that can be multiplied by the Quechua Church itself to provide for the unusual number of widows and orphans among them.”

A senior State Department official is warning that terrorists are continuing to seek nuclear, chemical and biological weapons for use in future attacks. "If terrorists acquire these weapons, they are likely to employ them, with potentially catastrophic effects," said Robert Joseph, undersecretary of state for arms control and the senior Bush administration arms proliferation policy-maker. Mr. Joseph also said the U.S. government will not back off from sanctions imposed on an Asian bank that the Treasury Department said was part of the North Korean government's illegal counterfeiting and money-laundering program. On terrorism, Mr. Joseph said a well-organized terrorist group with technical expertise could fashion a crude nuclear device once it obtains the fissile material for the bomb's fuel. Biological weapons also would be used in an attack by terrorists because of the availability of dual-use equipment and access to pathogens, some of which occur naturally, he said. "The bioterror challenge presents a low-cost means of a potentially high-impact attack," Mr. Joseph said in a speech Friday at the University of Virginia in Charlottesville. A copy of his remarks was obtained by The Washington Times. "We cannot rest as long as enough material for even one nuclear weapon remains unsecured," he said. U.S. intelligence officials have said al Qaeda was working on developing nuclear, chemical and biological weapons in Afghanistan under the Taliban regime. Documents obtained from al Qaeda facilities there showed that the group had conducted research and some experiments. Al Qaeda leader Osama bin Laden also has said that obtaining nuclear arms is a religious duty for his extremist followers. On North Korea, Mr. Joseph said the administration will not back off the sanctions imposed in September on Macao-based Banco Delta Asia. /

Large explosions near fuel depot

A series of large explosions have taken place near Hemel Hempstead, in Hertfordshire.
The first blast is thought to have happened at about 0600 GMT, near the Bunsfield oil depot, close to the junction 8 of the M1 motorway.

Residents in the area, which is 10 miles from Luton Airport, reported hearing a "loud boom" and flames followed by a smaller explosions.

One eye witness told BBC News: "There are lots of houses damaged."

Terror threat to 'crowded areas' (Nationwide
Warning in UK)

SCOTLAND YARD has issued a nationwide alert that Islamist terrorist
cells may be plotting a Christmas bombing campaign. The warning
was distributed to police chiefs nine days ago by the Yard’s
anti-terrorist branch. It follows a series of operations by police and
MI5 aimed at disrupting possible attacks by terrorists linked to
Al-Qaeda.

The latest warning was sent to the chief constables of the 51 forces in
Britain on December 2. It said there was evidence to suggest that
Islamist terrorists were planning to carry out bomb attacks against
“crowded areas” such as shopping centres, football grounds and train
stations.

Senior officers say the alert is not routine and are to increase patrols
and searches of potential suspects.

Whitehall officials say Britain remains on the second highest state of
alert, Severe (specific). It was raised from the third highest state,
Severe (general) to the highest, Critical, on July 7, the day of the
London suicide bombings.

It was due to have been lowered on July 21, but the four failed attacks
of that day delayed the decision. It was reduced to Severe (specific) in
mid-August. Sir Ian Blair, the Metropolitan police commissioner,
revealed two weeks ago that since then police had foiled two further
attacks on Britain. Senior police officers have briefed the cabinet that
the threat remained high.

Blair said police are preparing for attacks in the next few months. “The
sky is dark,” he said. “Intelligence exists to suggest that other groups
will attempt to attack Britain in the coming months.”

Terrorists linked to Abu Musab al-Zarqawi, head of Al-Qaeda in Iraq,
are feared to have established a network in Britain. Some are involved
in recruiting young Muslim men to travel to Iraq to fight the coalition.
Others are believed to be planning suicide attacks in Britain itself.

Patrick Mercer, the Tory homeland security spokesman, said he was
concerned about further attacks against the underground system:
“The government needs to explain what further efforts it plans to
make the tube safer.”
