He wasn't. He was spying for a political faction opposed to the present Philippine government - actually, it sounds like he was working for what amounts to a mob family in the Philippines.

He probably was vetted under Clinton, and he was probably clean at the time. His contact probably "developed" him as an asset post-2000, as his contact was a very dirty ex-cop associated with the Estrada administration who fled to the US upon Estradas fall.

What with his scrupulous attention to our Constitution, as was, in only one of scores of available examples, demonstrated in his casual abrogation of its First Amendment by his signing of McCain/Feingold; his absolute responsibility toward our Sovereign Borders; his clear thinking executive abilities; first noted in his firings of Sammy Sousa from the Rangers and John Sununu, his Daddy's brain and as demonstrated in such appointments as Norm Mineta to Transportation and in his various other nepotismistic appointments of similar stumblebums to positions of awesome responsibility -- and rocked home by his passing over Antonin Scalia and Clarence Thomas for Chief Justice of the US Supreme Court -- maybe Mr Bush is turning out to be the person so many of us here believed him to be when he first anounced?
Or perhaps he is just morphing [Back?] into Jimmy Cartah?

I think he was clean (to all appearances) until he actually sent out emails. Maybe they ought to be screening peoples finances, because I think the guy was tempted into this because he was over-extended in real estate speculation.
I don't think the FBI is following Filipino ex-cops around. The cop (his contact) was not an obvious foreign agent and he was not a wanted man - well, as far as the Philippine government was concerned, he was "unwanted".
