Speaking as a native New Orleanian, I say that relief and rebuild $$ should be contingent upon the REMOVAL of the Governor of LA and the Mayor and City Council and School Board of New Orleans.
Just yesterday the erstwhile City Council made a big announcement that they would 'not give up their power' to anyone.
They smell Fed $$. Their voters are gone, but by God- they smell the money!!

I don't know Nagin but his rep was that he was trying to root out the decades long corruption in NO.

I think from the storm on, he has been hosed by the Gov in political infighting. I think he is taking a bad rap but there is nothing like having a war over that.

I think the real cuprit is Blanco who is dumb and Landrieu who is venal and dumb. Nagin had a big x on his political life anyway, you don't root out corruption in La and last in political life.

What I was on ucansee about was his implications in earlier posts that Nagin was working for someone and that he had to get dirty to expose corruption. I don't know anything about it and don't know where he got that idea. He is coy and doesn't say.

You implied Nagin "worked" for someone in an earlier post. Who are you suggesting and why are you acting all mysterious. That is a serious charge.

Thanks for your information CG. I understand how hard it must be to root out corruption in that area.

But it's so hard to give Nagin the benefit of the doubt because he acted so incompetently during this thing, blaming everybody but himself, behaving and speaking so unprofessionally, and then there was the "I am not a drug addict" remark that sounded too much like a Freudian slip.

Not that i'm not blaming Landrieu and Blanco. I believe they really are more corrupt that Nagin. Just by looking at their position wrt his, that's obvious, right?

You guys can laugh about Janet Reno if you want, but if she were the AG when 911 happened, the terrorist would be begging for mercy.

Just remind the terrorist of Ruby Ridge, Waco and Elian Gonzalez' American family. Just look at what she did to fellow Americans, then imagine what she could do to foreigners.

Janet Reno's phalanx of Harvard and NYU trained lawyers would decimate the Islamo-fascist population.

Someone I know emailed me from Baton Rouge (a lawyer), after he got up there; he told me Nagin was a professional who had a good job and sweet salary, gave it up to be mayor (not much money and had to switch parties to do it). He said he has no expertise in the job but he was a good guy (and a party animal)... and said there was more to the story... I'll call him tonight and see what he gives up... since the cat's out of the bag anyway

Any answers yet?

CNN doing a story about the looting cops. There is video footage taking during the flooding of some reporters with a camera..went up to the room at the hotel where the cops were alleged to have stayed during the looting...a cop moves to shut the door and draws a gun as he tries to shut the door. Maintence man said during the time a cop would stand in front of the door with a gun.

So, the ghosts get paychecks sent to....someone, a PO Box, and address. How hard would it be to find out who's benefiting?... I can spot fraud just by looking at a bunch of numbers. I am, not that I am proud of it, very good at it.

You may be just the guy to ask about this "ghost payroll" thing? I ran into something like this on a much smaller scale. Some years back I heard about a third shift foreman at a local manufacturing plant who kept "ghost employees" actually real people who had quit after a short time. Anyway this guy would file a change of address card with HR for the departed employee and then go and collect his check every week.

I never figured out how he kept the Federal and state revenue people from catching on since money was being withheld and credited to the real persons' tax account which was never covered by a corresponding 1040 filing. Our doesn't the IRS match withholding receipts to filings?

In the example you gave I would think that eventually the IRS or even the state government would catch up with this.

But it's kind of like FEMA. The IRS is not a first responder, heh. Beginning with , given your example, probably nothing would be done about it for at least three year.

Here's what would likely happen....the employee quit but the foreman didn't report the termination. We must assume the employee got a job somewhere else. Said job would submit a W-2 for that employee as well as the foreman's company. Which thinks ghost employee still works there and the payroll system would generate a W-2.

Somewhere across the fruited plain that employee files a tax return, reporting the wages from the W-2 received from the company he REALLY works for but not reporting the wages on the W-2 where he is a ghost employee.

Yes, the IRS, and the state, get a mag tape every year with all earnings data on it. And yes they are supposed to match all the wages reported on a certain SS number from all the mag tapes with the wages reported on the tax return.

Now my experience is that the IRS has gotten pretty good with this of late given my own experience with some independent contractor wages I once tried to hide.

But we won't go there.

Who knows, the IRS, or the state, discovered the descrepancies and beat a path to that poor schlub's door, demanding to know why he's reported wrong wages when he really made all this money.

The poor schlub's probably protesting bitterly that he only worked all year at John Doe company....

Then we must investigate.

It's the nature of the beast that the IRS might figure it out after many years but again, heh, they are not who you want to count on for finding ghost employees. The IRS, and the state, are only interested in getting their money and hey, in your example they DID get their money. Ghost employees only collect NET paychecks. Federal and state taxes withheld are likely sent to the feds and state so hey, if the state or feds find a ghost employee they are probably the only ones that benefit.

I'm wanting you to insert a smile here but I really hope this makes sense. As ironic as it may be, it is the truth.

Several months ago there was a big uproar because the Police Department wanted to hire someone from the Nation of Islam to offer "sensitivity training' to the officers! That idea got shouted down.

I have a gut feeling that there IS a lot more to the story - that his inaction was the "action" he was supposed to take, and that his hurried meetings in Dallas had something to do with it.

Hmmmmm, @700 police officers on the New Orleans Police Department that were merely NAMES on the books but no actual people?...

Eddie better watch his six.. There could be a rash of suicides in New Orleans and Louisiana generally.. Just how many bus drivers were there and were they REAL PEOPLE... {jaws theme}
