I seem to remember some stories that indicated that New Orleans was achieving their drop in crime rate by reducing the rate at which they arrested people. Sort of the oppostite of Rudy's no tolerance policy in New York.

What about direct deposit?
If I was pulling this kind of scam I certainly wouldn't set it up as a check. I would have the money directly deposited into my "I. M. Ghost" checking account. Then I would have it autimatically transferred to my off shore account.
I would never have to touch it and there are many ways to make multi layers of banking so as to never find it.
He didn't SEND them, he had them take HIM and he collected a lot of stuff.
His name is William Jefferson and would you believe they let him question Michael Brown (FEMA) at the hearings today. First thing he said is how dissappointed he was that Brown was blaming Nagin and Blanco.

They proposed that residency requirement for cops and firefighters here in Seattle, but I don't think it ever went through.

At the time we did the search for ghosts that little hospital didn't have direct deposit.
HOWEVER, it is simple matter to turn off direct deposit for a payroll run.
Yer right, though. At that other hospital...a BIG Baltimore hospital called the University of, ahem, Maryland, they did have a direct deposit. Which is exactly how they hid those ghosts for so long. It was a real chore to trace where that money went but the cops did.
Overpayments were clocked in excess of a hundred grand when my temp job expired. Lots of people went to jail. I got my name in the paper, insert smile here.
