New Orleans' Nagin says Adm. Allen 'stepped outside his lane'

NEW ORLEANS - After backing off on his call for some residents to return to New Orleans, the city's mayor ripped into the top U.S. government relief official on Tuesday, underscoring the rising tension between city and federal authorities over who has the final say after the devastation of Hurricane Katrina....

The call for another evacuation ahead of a new tropical storm came after repeated warnings from top federal officials — including President Bush himself — that New Orleans was not safe enough to reopen. Federal officials warned that Tropical Storm Rita could breach the city’s weakened levees and swamp the city all over again.

That is fine, as long as you don't get upset when others who expect discipline and organization cannot assist you because you cannot sober up and get out of town on 72 hours notice (or what should have been 72 hours notice under the apparently undisciplined and unorganized evacuation plan purportedly adopted by the city). I won't blame you as long as you don't blame the feds.

So why did the Mayor Nagin leave 600 buses sit there while he packed the Superdome wih "His Citizens?" and only ordered the EVAC after being told to do so by The President! Left to his own wits, we would followup with a repeat disaster with H Rita!

Lets get one thing straight. No one gets out of town on 72 hours notice in hurricanes. Why is that? Hmmmm, it might be because at 72 hours no one including the National Hurricane Center knows where the damn thing is going.

The margin of error for hurricane forecasts is +/- 80 miles per 24 hours in advance of the storm. This margin of error is huge. Once cannot simply evacuate 300 miles and find a motel(if you even can find one) every time a hurricane comes into the area. Everyone else on the Gulf Coast will be doing the same thing. There are few if any lodgings available. Many people make multiple reservations in all directions from all states in the likely affected area.

People use experience and history to decide when and where to go. In the case of New Orleans, they really had a practical 24 hours or less to do something and they have a handful of bridges to use. When the storm gets within 24 hours, you cannot evacuate as you cannot be caught in a traffic jam on the road in one.

This looks more clear cut to Monday morning quarterbacks than is the reality. The other material aspect is that this storm was unlike any other in memory or on the record books.

Astounding again! Traffic was not jammed up, Traffic was not reversed on the incoming lanes per what was suppose to be,They had a dress rehearsal with Ivan and did the same things wrong again, and there were ample drivers available, they just needed some direction from their leadership.Have a good day.Food and Water and the Red Cross was lined up in convoys to go in the day after and they were denied access and You blamed the Feds, the truth is coming out now.

Actually- the guidance from everyone including the NHC showed a convergence on NOLA a full 3 days before landfall.

FYI- Galveston, Texas has a voluntary evac in place - as of yesterday. So. 72 hours while not ALWAYS practical- is often necessary.

Regardless- the local incompetence level in NOLA is simply unbelievable.

This is Louisiana. They don't worry about details if you vote democratic.

NOLA will mail an absentee ballot (or two) to anyone they can find that ever lived in NOLA (not the largely white Parishes). And their votes will count.
