There are 229 years of debate built into the parameters of that sentence.
The scenario this sets up...is that any mayor or governor that doesn't react like he should...then Bush will simply declare martial law...this has alot of implications.
Maybe he just figures this will shut up the idiots, although of course it won't.
Stupid. The press will be unrelenting and asking for his impeachment/resignation rather than let it go. OTOH, the American public may give him a pass now.

I think this will work in his favor. I am already hearing from some people that absolutely hated Bush during the election and didn't vote for him now having sympathy for him because of Katrina. My friend's mother, who voted for Kerry, told her that it was the state and local government's fault and the governor's (Blanco), and that she feels sorry for Bush. We had a couple of bad floods here within the past year, and we think that she sees how our state government responded with National Guard, etc., so she can do a comparison, sort of. We all knew FEMA didn't come in until way after the crisis. I think this will be played out as more and more people get the truth/facts about how the MSM really created this whole "slow federal response" story.

I'm in CA. and all I hear now is how the MSN/libs are trying to blame the president for the locals lack of response
Last night the consensus was "Thank God they got rid of Gov Davis, just look what those democrats did to that state and those people"
I haven't smiled that much since the 2004 election. The libs are losing this battle and losing it fast.
