Leaky finds this "troubling"...I find it WONDERFUL that Roberts thinks the President can command the troops and not the Congress. See, the CONSTITUTION is perfectly clear, LEAKY...Exactly. Congress appropriates the $$ to fight a war and the President says where they go and when they come home. Congress' only power is the purse strings..
