7:16 am broadcasts "Emergency plans obtained EXCLUSIVELY by ABC news." Sent to FEMA and LA in January. Per ABC NOLA had not enough resources, FEMA was supposed to pick up the slack, and have supplies pre-positioned.
This evacuation plan map (pdf) is the only evacuation plan for New Orleans that I found a few days ago. There is a nice little diddy by the governor right after the map: http://www.dotd.state.la.us/maps/Web_StateMap.pdf

I am finding how LITTLE the average citizen knows about who is responsible for what, when it comes to FEMA. So much, even in this thread is speculation of who is responsible and what they are responsible for, and to sit and read the beauracratic gobbly gook, who has the time.
What are the Red Cross and Salvation Army responsible for? AND where are all the money donations both have received?
Americans should demand answers and accounting for every cent donated and non-donated (taxes :)
freema...there is no 'exclusive' all the emergency plans that were in force are posted on the websites for the state and the city. There is essentially nothing to be uncovered, it is all public information. And many of us here have read those plans through and made our comments right here on FR. ABC is a day late and a dollar short on this one and like most people uneducated on how to read a response plan will start flinging unfounded accusations.

The plans were exclusively obtained by ABC from a disgruntled former FEMA official who live near Abilene, Texas.

I hope everyone gets an opportunity to listen to these ABC reports. Many understand the FEMA, state, and local responsibilities to some degree. Many people understand that NOLA didn't feel the responsibility nor 'have the time' to whip out the bureaucratic gobbly gook, and read it, much less follow it.
Those who don't, eat what they're spoon fed.
If all those heads at each step/level plotted/planned to screw-up big time, the FEMA guy just had to wait his turn. Sure nuff, the RAT Mayor, RAT Gov. had it all done before things got to the FEMA guy. But the planned screw-up to smear Bush went pretty much as hoped, for awhile. MSM fell in line, Hillary crapped her jeans, Rather still hasn't showed up with that memo,,,,,,,,

You can expect good control of the moneyu sent to the Salvation Army. Don't look for ANY accounting from the American Red Cross...
