7:16 am broadcasts "Emergency plans obtained EXCLUSIVELY by ABC news." Sent to FEMA and LA in January. Per ABC NOLA had not enough resources, FEMA was supposed to pick up the slack, and have supplies pre-positioned.

I don`t watch ABC but if they are reporting this than they are dumber than CBS.
It is not FEMAs responsibility to have supplies stationed anywhere in the US to respond to any potential disaster.
Nothing about this makes any sense.

FEMA was supposed to pick up the slack, and have supplies pre-positioned.FEMA's partners, the Red Cross and Salvation Army were ready with the supplies, but the state wouldn't let them in.

Even if this is true, the fact that New Orleans "punted" and tried to pass the buck to the feds doesn't means the feds went along with it.

What plans? Who wrote them? What goverment agency approved them? Did the locals know of the plans? Did they follow previous emergency proceedures that all emergency crews practiced? What was the date they were sent out to all emergency workers? Huh? Huh?

OK, let me get this right; New Orleans came up with a disaster plan that says in essence, when the poop hits the fan, it is someone else's responsibility to bail us out. This seems right in line with the thinking of Mr. Nagin, but in no way obligates FEMA to play along.
