Just watched a legal expert on Fox go thru the disaster event by event. Based on the Law Gov Blanco is legally liable. If lawsuits are filed, there is no way she can duck it. In addition, when Bush went went down there, he offered her immediate deployment of Reg Army troops, she told both him and Nagel that she "needed 24 hours" to decide. This is DC politics. As everyone from Bush to Clinton to Carter learned, Washington Politics are a whole lot tougher then local politics. Blanco is toast. EVEN if the National Dems get the "Independent Commission" there is no way to rescue her based on the Law. I suspect that is why Mayor Nagel has been so quiet. He found out last Fri just who was holding the knife in his back, and it wasn't Bush
UH NO because who do you think directed The CG? They did NOT just decide to do it. They were directed to. That is one of the things FEMA does do. That is why that CG Admiral is no in charge of operations down in NO. He was FEMA's second in command.
That is all you need to know. They OBVIOUSLY are not going to consider anything that does not fit the Hysteric Left's spin lie. Kind transperent what THEIR politics are.
I believe his name is Admiral Loy.
Levees that were breached were canal, not Flood Control levees and had just recently been reconstructed. Dinosaur Media has NOT reported who was in charge of the Levee reconstruction how much you want to bet it was a STATE contract? If the Feds had done it, you know it would be front page news.
I'm not defending the mayor--he failed to see to it that the shelters had adequate water, food, and security, and the school busses could have been used both before Katrina reached shore and during the interval before the levee broke, if he had gotten them to higher ground.
The only reason why Blanco is governor and not working as a clerk at a Walgreens is because enough Louisiana voters saw Bobby Jindal and decided he wasn't white enough for the job.
</end paranoid racist-baiting rant>
Blanco's inaction may be explained by incompetence...or maybe anger at Nagin for supporting her opponent in the election. The alternative is that she deliberately screwed things up knowing that the media would put the blame on Bush...but she may not be that smart or that Machiavellian.
"The difference was that they didn't have to get permission because by Law they were doing a job that was already within their scope of responsibilities."
"Scope of Responsibilities" Sounds like lawyer mumbo jumbo and that is the last thing I want when the poop hits the fan - Brown and Chertoff belong back in the legal dept writing all that fine print when you sign for a FEMA loan.
Getting a military man in charge was the right thing for Bush to do.
Like I said, if you want to get legal, the Coast Guard did not wait for no stinkin permission and had FEMA and Homeland acted the same, there would be no problem.
PS Did you add National Review and Novak and Lott to your leftist list?
the whole democrat party uses the black people. They have no interest in their betterment, only their demise.

the Latino race is the happening party for both political parties these days.
the African Americans are has beens.
FEMA did a better job than could be expected with providing disaster relief after Hurrican Katrina struck. However, they are also charged with "before the fact" mitigation" at which they failed miserably.
"HOWEVER, the FEMA teams work UNDER THE DIRECTION of the Gov of the State. In Louisiana, that is Blanco. FEMA ADVISE, they are NOT in control. Gov Blanco was, and is, in control of operations."
As I read CFR TITLE 44 (and admittedly, reading between the lines is prerequisite), FEMA works under Homeland Security which is an executive department. Federal authority always supercede local authority in disasters of this magnitude, given that the repercussions are national in nature (i.e. disruption of energy and food supplies), and especially in light of the perhaps $100 billion cost to taxpayers nationwide.
That having been said, there is no excusing the gross incompetance and possible corruption at the local and state levels of Louisiana's government.
Yeah....stuck on the highway is not where you want to be in a hurricane....so they shouldn't have dilly-dallied so long. Dunno what authority the mayor has to set up shelters outside his city (isn't that the Governor's job?)...above sea level would have been the best place to go.
He did request request that people bring enough food for 3 days. Yeah, right....welfare people are going to provide for themselves.
And he should have bussed them out before the levee broke. Still no place to go, but the storm had passed and any place was better than below sea level with a levee about to go.
Effective disaster relief plans were in place at the local level.
(links supplied by Sonar5.)
that exercises were periodically conducted to ensure an appropriate local response,
FEMA cannot force locals to conduct exercises. However, Louisiana did have dry runs. City of New Orleans Emergency Preparedness. There were exercises two years ago with a fictitious Cat-5 hurricane.
"What we have here is a failure to communicate."
You see, we are talking about the LAW as it would apply to us, but, these criminals are Dems, and the law doesn't APPLY to them....
Bush's non-agressiveness is starting to really aggravate me. Its almost like he enjoys his daily flogging by the media and the Democrats.
I would like to see Bush get in front of the camera and tell the nation that FEMA was there, that food and water from the relief organizations were there, that FEMA was not responsible for the evacuation, that FEMA was not responsible for activation of LANG, that Blanco wasted 24 hours because of her indicisions, and that he, Bush has never held back any funding for the improvements to the levee system in Louisiana.
Until he stops being a girly-man and starts fighting back, I give Bush a big fat zero approval rating. I dont understand his meek stance, afterall, he has facts on his side.
Exactly. Bobby would have also gotten the feds involved as the first step in order to have all necessary assets available when needed. This question was asked during the gubernatorial debates. He gave a detailed plan and Blanko said she would contact the media.
