"Can you imagine how it would have been perceived if a president of the United States of one party had pre-emptively taken from the female governor of another party the command and control of her forces, unless the security situation made it completely clear that she was unable to effectively execute her command authority and that lawlessness was the inevitable result?" asked one senior administration official, who spoke anonymously because the talks were confidential. ...
"I need everything you have got," Ms. Blanco said she told Mr. Bush last Monday, after the storm hit.
In an interview, she acknowledged that she did not specify what sorts of soldiers. "Nobody told me that I had to request that," Ms. Blanco said. "I thought that I had requested everything they had. We were living in a war zone by then."

nobody is this stupid. remember that we are talking about a person who has risen to the governorship of a state. she cannot be this dumb. I still insist she got a call from the DNC to "go easy" on things, to make the FEMA response harder and allow the media and the Dems to blame Bush for the "failure".
Note she says she did that on Monday after the storm hit.
But on MONDAY New Orleans did NOT look like a war zone. On Monday Night everybody was talking about how New Orleans, and Loiusiana, had come out pretty well.
It wasn't until tuesday that the levy breaks made it clear the city was drowning, and we started to realise that the NO Police Department had evacuated themselves to safety and that the local officials had no plan to move people out of the dome other than to starve them out.
Ladies and gentlemen of the jury ... I contend the this statement by the soon to be ex-governor, is proof that Ms Blank Blanco has nerver had an original thought of her own.

Exactly, with proper planning, there is no reason why the police, fire, med had to be incapacitated. Arrangements should have been made to have them located at safe secure locations (the airport seemed to make it through ok).
