Just a question - as Gov, did W ever have to declare a state or federal disaster?
I don't recall that Texas had any natural disasters during his time as Gov.

Bush's fault?
I remember during one of the Bush/Gore debates that Bush was asked a question about any crisis that he had governed over and how he handled it. He answered with an event that required FEMA because as he mentioned the FEMA guy coming to Texas. I remember Gore butted in and said "me to, I like the FEMA guy, I went to Texas on the helicopter with him"
It was quite funny but I don't remeber the catastrophy. I am thinking fires.

Appearing live on the same program, Gore was asked about a possible exaggeration during the debate and acknowledged that maybe "I got that wrong" in saying he accompanied Federal Emergency Management Agency head James Lee Witt to fires in Texas. Bush has alleged repeatedly that Gore exaggerates his own accomplishments.
"I've made so many trips with James Lee to these disaster sites. I was there in Texas with the head of the Texas emergency management folks, and with all the federal emergency management folks," Gore told ABC. "It was basically a compliment to the way our FEMA team handled things."

The '98 flood of the Guadalupe River comes to mind. This flood wiped out countless river front homes and other low lying areas in much of Comal, Guadalupe and Gonzales counties.
The situation was handled just as the emergency management plan is supposed to be handled. At the local level, county gov'ts and municipalities were first to set up shelters and provide food and services, then the state came online, followed by FEMA.
"I remember that disaster very well and the response the National Guard had after then Governor Bush called up several hundred guard troops."
