I remember Newt Gingrich proposing an annual government services atm card (worth 9k in cash) for every American....contingent on shutting down most bureaucratic operations. That was about 20 years ago.

So if you are self-relant, smart enough to get out of Dodge and stay with relatives, etc., or even pay for hotel space far away from the path, then you're SOL?

I'd rather see them get something like WIC coupons. Stuff that can be used only for food or clothes. Although they will still be traded and sold for drugs, I think it's better than handing out cash for that reason. You can never make it crook proof.

This is the FINAL straw. Fine. Give them their $2,000 payoff that should keep them happy for 2 or three days...then blow the levees and ensure the destruction of NO is complete with zero chance of ever rebuilding.

This will turn out to be the best thing that ever happened to some of these people.

A piddling amount compared to the $4,000+ that many people get as tax "refunds" due to the Earned Income Credit.
