Katrina, a photographic timeline: Powerful proof federal response was NOT slow (warning, many pics)

The near total evacuation of the major American port city of New Orleans, Louisiana was accomplished between Tuesday afternoon, August 30 and Friday afternoon, September 2, 2005. This evacuation occurred while other search, rescue, relief and evacuation operations were simultaneously being conducted throughout the Gulf Coast between approximately Lafayette, Louisiana, on the west and the Florida panhandle on the east -– an area of about 90,000 sq. miles, or the size of the entire nation of Great Britain.

I'd say this amazing achievement is the opposite of slow. I'd say that it's a stunning accomplishment and one that demonstrates superb organization, remarkable logistics flow, and the greatness of the American spirit.

From the following photographic timeline, it should be clear to all reasonable people that the failure of government response occurred before the hurricane hit, and it occurred solely at the local and state level.

I've seen other articles that are now starting to blame the state and local govts who did nothing to help their people.

Follow the responders too busy in their to blame and follow the blamers too busy in their work to respond and notice the trend of where these roads take you.

In contrast, we have the gross and possibly criminal negligence on the part of the Governor of Louisiana, Kathleen Babineaux Blanco, and the Mayor of New Orleans, Ray Nagin, who failed to follow their own evacuation plan prior to the landfall of Katrina.

New Orleans is in a Storm Surge Zone, below sea level, and surrounded by levies that were only designed to withstand storms lass than a slow-moving Category 3 hurricane. That means that any person staying in New Orleans during a Category 3 or higher hurricane is facing a very high risk of death. Katrina was forecast as a Category 5 and hit as a Category 4.

What Is "Storm Surge" and Why It Matters.

The 2004 Hurricane Pam Exercise was modeled on a catastrophic destruction of New Orleans after only a slow-moving Category 3 hurricane. It was based on the assumption that there had been a complete evacuation of New Orleans. Shelters outside of the New Orleans flood bowl had already been identified:

President Bush requested that Governor Blanco allow the Federal takeover of the evacuation of New Orleans, and Governor Blanco, for political reasons, refused:

Behind the scenes, a power struggle emerged, as federal officials tried to wrest authority from Louisiana Gov. Kathleen Babineaux Blanco (D). Shortly before midnight Friday, the Bush administration sent her a proposed legal memorandum asking her to request a federal takeover of the evacuation of New Orleans, a source within the state¡¦s emergency operations center said Saturday................ The administration sought unified control over all local police and state National Guard units reporting to the governor. Louisiana officials rejected the request after talks throughout the night, concerned that such a move would be comparable to a federal declaration of martial law. Some officials in the state suspected a political motive behind the request. ¡§Quite frankly, if they¡¦d been able to pull off taking it away from the locals, they then could have blamed everything on the locals,¡¨ said the source, who does not have the authority to speak publicly.

The Southeast Louisiana Evacuation plan supplement, revised in 2000, page 13, read paragraph 5, stated:

5. The primary means of hurricane evacuation will be personal vehicles. School and municipal buses, government-owned vehicles and vehicles provided by volunteer agencies may be used to provide transportation for individuals who lack transportation and require assistance in evacuating.

In spite of that,over four hundred New Orleans publicly owned buses remained parked in neat rows and 200,000 low-income New Orleans residents were left trapped in the ¡§New Orleans flood bowl¡¨ (as scientists call it) in the face of the incoming storm surge.

Those 400+ buses, at 70 passengers per bus, could have taken 28,000 of those low-income citizens per trip out of New Orleans on the inbound lanes that the Governor and Mayor inexplicably left unused during the evacuation.

As a result, 200,000 of the poorest residents of New Orleans were left trapped in a disaster waiting to happen with nowhere to go but the unpoliced Superdome.

While 800,000 of New Orleans' residents with private transportation were saved, 200,000 of New Orleans' low-income residents were left abandoned by the Governor and the Mayor in the New Orleans flood bowl to face a Category 4 Hurricane Storm Surge.

They were later trapped in the flood that scientist had long predicted and it was then left to the Federal Government to rescue 200,000 souls that should never have been put into such a predicament.

That is criminal negligence by Mayor Ray Nagin and Governor Kathleen Babineaux Blanco.

If the levies had failed catastrophically instead of at a few certain point as they did, the death toll in New Orleans would have reached Hiroshima proportions.

Wolfstar I have a question about how to help people who were evacuated to Houston. I'm sure many of them left with either the clothes on their backs or a change of clothing or two.

Somewhere today I heard a request for donations for new-not-yet out of the package male and female undergarments. I haven't heard of any request for good condition gently used clothing though.

In talking with several friends in Houston and also knowing the state of my own closet here in SW Ok, I have clothing I've never worn or have only worn once or twice. As an example of the type of clothing I'd like to donate...I had surgery last August and lost over 20 pounds. Prior to surgery I wore a size 4, now a size 0 hangs on me. I had gone on a mini shopping spree before I had to have surgery so I have quite a number of jeans, shorts and a few dressier pant outfits with matching tops.

Does anyone have any idea if there is a drive going on to collect nice clothing? I also have little worn dressy type shoes I could donate. Size 4 is an odd size and I hate to see it go to waste when there are people so desparately in need. I'd even be more than willing to pay a visit to WalMart to buy clothes in larger sizes and donate them. I want the people who need the clothing to actually get them.

Anyone have a clue who or where I should contact to find out more information.

I'm also going to post this on the Texas board in case someone there has information. I'll be willing to pay postage and fold and box the clothes up.

You make up your own mind!

In case you aren't familiar with how our government is SUPPOSED to work:
The chain of responsibility for the protection of the citizens in New Orleans is:

1. The Mayor
2. The New Orleans director of Homeland Security (a political appointee of the Governor who reports to the Governor)
3. The Governor
4. The Head of Homeland Security
5. The President

What did each do?

1. The mayor, with 5 days advance, waited until 2 days before he announced a mandatory evacuation (at the behest of the President). The he failed to provide transportation for those without transport even though he had hundreds of buses at his disposal.

2. The New Orleans director of Homeland Security failed to have any plan for a contingency that has been talked about for 50 years. Then he blames the Feds for not doing what he should have done. (So much for political appointees)

3. The Governor, despite a declaration of disaster by the President 2 DAYS BEFORE the storm hit, failed to take advantage of the offer of Federal troops and aid. Until 2 DAYS AFTER the storm hit.

4. The Director of Homeland Security positioned assets in the area to be ready when the Governor called for them

5. The President urged a mandatory evacuation, and even declared a disaster State of Emergency, freeing up millions of dollars of federal assistance, should the Governor decide to use it.

Oh and by the way, the levees that broke were the responsibility of the local landowners and the local levee board to maintain, NOT THE FEDERAL GOVERNMENT.

The disaster in New Orleans is what you get after decades of corrupt government going all the way back to Huey Long.

Funds for disaster protection and relief have been flowing into this city for decades, and where has it gone, but into the pockets of the politicos and their friends.

Decades of socialist government in New Orleans has sapped all self reliance from the community, and made them dependent upon government for every little thing.

Political correctness and a lack of will to fight crime have created the single most corrupt police force in the country, and has permitted gang violence to flourish.

The sad thing is that there are many poor folks who have suffered and died needlessly because those that they voted into office failed them.

For those who missed item 5 (where the President's level of accountability is discussed), it is made more clear in a New Orleans Times-Picayune article dated August 28:

NEW ORLEANS (AP) - In the face of a catastrophic Hurricane Katrina, a mandatory evacuation was ordered Sunday for New Orleans by Mayor Ray Nagin.

Acknowledging that large numbers of people, many of them stranded tourists, would be unable to leave, the city set up 10 places of last resort for people to go, including the Superdome.

The mayor called the order unprecedented and said anyone who could leave the city should. He exempted hotels from the evacuation order because airlines had already cancelled all flights.

Gov. Kathleen Blanco, standing beside the mayor at a news conference, said President Bush called and personally appealed for a mandatory evacuation for the low-lying city, which is prone to flooding. (emphasis mine)

The ball was placed in Mayor Nagin's court to carry out the evacuation order. With a 5-day heads-up, he had the authority to use any and all services to evacuate all residents from the city, as documented in a city emergency preparedness plan. By waiting until the last minute, and failing to make full use of resources available within city limits, Nagin and his administration fouled up.

Mayor Nagin and his emergency sidekick Terry Ebbert have displayed lethal, mind boggling incompetence before, during and after Katrina.


As for Mayor Nagin, he and his profile in pathetic leadership police chief should resign as well. That city's government is incompetent from one end to the other. The people of New Orleans deserve better than this crowd of clowns is capable of giving them.

If you're keeping track, these boobs let 569 buses that could have carried 33,350 people out of New Orleans-in one trip-get ruined in the floods. Whatever plan these guys had, it was a dud. Or it probably would have been if they'd bothered to follow it.

As for all the race-baiting rhetoric and Bush-bashing coming from prominent blacks on the left, don't expect Ray Nagin to be called out on the carpet for falling short. You want to know why? Here's why:

It's more convenient to blame a white president for what went wrong than to hold a black mayor and his administration accountable for gross negligence and failing to fully carry out an established emergency preparedness plan.

To hold Nagin and his administration accountable for dropping the ball amounts to letting loose the shouts and cries of "Racism!". It's sad, it's wrong, but it's standard operating procedure for the media and left-wing black leadership.

Mark my words: you will not hear a word of criticism from Jesse Jackson Sr., Randall Robinson, the Congressional Black Caucus, the NAACP, or Kanye West being directed toward Clarence Ray Nagin Jr. Why? Because he is just another black politician instead of a responsible elected official who happens to be black. In the mindset of more-blacker-than-thou blacks, black politicians who are on their side can do no wrong.
