Out of curiosity, are you, as a private citizen, obliged to follow such an order? I can see a few folks refusing or hiding to prevent their possesions from being the target of looting from other hiding.

Talk about closing the barn door after the horses are gone, or maybe there's another more appropriate metaphor since in this case the problem is the people who are still in the city..... WHERE WAS HE 9 DAYS AGO???? If it's OK to compel people to evac NOW then it was certainly OK to do so before the storm hit..... provided he and the Governor might arrange to use all the buses that would have been available then...
