Nope. She is requesting that the Federal Government declare a major disaster so resources can be freed up for her.
That's not at all the same thing as the governor declaring a state of emergency.
Oklahoma Republican Lt Governor Fallin had to declare an emergency so that Oklahoma National Guard could be put under control of FEMA and the state would pay for their supplies.
OK NG are not under the control of the dimwitted LA Governor for which we are grateful.
