The definitive list of New Orleans Mayor Ray Nagin's "genuinely heroic" decisions

Louisiana disaster plan, pg 13, para 5 , dated 01/00

'The primary means of hurricane evacuation will be personal vehicles. School and municipal buses, government-owned vehicles and vehicles provided by volunteer agencies may be used to provide transportation for individuals who lack transportation and require assistance in evacuating'...




On an earlier FR thread, we learned that the BBC has determined that Ray Nagin, mayor of the devastated city of New Orleans, Louisiana, has "genuinely heroic" qualities. I've started this thread to make it easy to keep track of those decisions of Mayor Nagin that can only be described as heroic. The list begins in post #1 below. Feel free to continue it if you find that I've overlooked any of Mayor Nagin's stunningly courageous and far-sighted decisions.

Okay. You posted what the emergency plan actually stated.

Not only did they shut down the bus service at noon on Sunday, knowing that many of their citizens only use public transportaion, this is what they released as an evacuation warning:

General Evacuation Guidelines

General evacuation for disasters apply to both natural (hurricane, flood, thunderstorm, tornado) and man-made (chemical and fire). If you are told to EVACUATE you should move to a place designated by public officials.

Follow these steps:

Stay calm.

Take your disaster supply kit.

Remember as you leave your house to do the following:

- Turn off lights, household gas appliances, heating, air conditioning, and ventilation systems.

- Leave refrigerator/freezer on.

- Lock house.

Only use the phone in case of an emergency, injury, or illness. If you must use the phone, keep calls brief. Do not listen to rumors. Turn on your radio or television for up-to-date information from public officials during an emergency.

Use only one vehicle for your family. If you have room, assist any neighbors that may need a ride.

Tune to Emergency Alerting System 870 AM or 101.9 FM radio stations for reports about evacuation routes, conditions, etc. Use those travel routes specified. Drive safely. Traffic will be heavy. Law enforcement officials along the route will help with traffic.

If you need a ride, try to go with a neighbor, friend, or relative.

Let others know when you leave and where you are going.

Make arrangements for pets. Animals are not allowed in public shelters. Pet carriers are recommended along with pet supplies.

The mayor is one inspirational source of pride isn't he.

For some odd reason he reminds me of the automatic pilot in an old bugs bunny cartoon. It's the one where bugs and the gremlin are on an airplane that is having all kinds of issues during the flight. As the flight spirals more and more out of control bugs grabs a hammer and breaks open the automatic pilot from its glass storage case. The automatic pilot, which is a robot, promptly jumps out of its case, grabs the last parachute and jumps from the plane.

Forgive me if I offend anyone with this analogy in these trying times.

You're right. Those people might have ranted against the White House, but it was because their officials didn't do anything. They're well aware busing and cops should have available for them there. Now that they've been out, I have heard a lot of "Get rid of the mayor and governor".
When you heard all those who said "Where's the government?"
a lot of them mean in the state, not federal, as most think.

A related question is why did Mayor Nagin resist ordering an evacuation and Governess Blanco resist giving the FEDS authority over the evacuation before the Hurricane struck. The mayor delayed ordering everyone out of NO while the city attorney "determined if the mayor had the legal power" to make such an order, but we already know that the city of NO Emergency Plan alreay stated he had statutory power to order evacuations, so the delay makes no sense.....

.... unless there's more to the story we haven't heard yet.

Consider, the mayor and the Governesss may well be acting in a coldly calculated, rational way -- if they're part of a criminal conspiracy that embezzled FED funds that were previously provided for EMERGENCY PREPAREDNESS under the auspices of anti-Terror initiatives that spread LOTS of FEDERAL TAX DOLLARS around right after 9/11, or something similar. If that's the case, the last thing they wanted is for the FEDS to have control over all the police/rescue/National Guard assets swarming all over NO and the rest of the state; too much risk that they won't be able to keep the felonious activties of their friends and themselves hidden.

I have no hard evidence to back up this hypothesis, but it's the only thing other than mental illness and stupidity to explain the otherwise ineplicable behavior of both the Mayor of NO and the Governess of LA.

I think we should focus on the relief effort and save the blame game for later.

Why? The leftist scum are out in force trying to use this catastrophy to damage the President, his Administration, Republicans, and white people in general (they're turning this into a race issue, as usual). We have to counter that with the truth, dammit! From the retarded comments coming from fatally incompetent Mayor Nagin, to the racist rantings of Kanye West, to the race-baiting from Jesse Jackson, to the crap coming from the MSM, to the disgusting display made by the Congressional Black Caucus - it is an unending drumbeat trying to shift the blame from the Democrats and other leftist scum who were running things in NOLA. The truth needs to be stated and restated to counter their false accusations. I'm not a Bush fan in general, and I've even been accused of being "anti-government", but the blame that is being assigned to Bush, FEMA, and other agencies in the FedGov are baseless and a CYA for the people who are actually at fault here.
