Bush administration officials blame state and local authorities for what leaders at all levels have called a failure of the country's emergency management.
Behind the scenes, a power struggle emerged, as federal officials tried to wrest authority from Louisiana Gov. Kathleen Babineaux Blanco (D). Shortly before midnight Friday, the Bush administration sent her a proposed legal memorandum asking her to request a federal takeover of the evacuation of New Orleans, a source within the state's emergency operations center said Saturday.
The administration had sought control over National Guard units, normally under control of the governor. Louisiana officials rejected the request, noting that such a move would be comparable to a federal declaration of martial law. State authorities suspected a political motive behind the request.

Friday before the storm
The Coast Guard is active duty at all times in the local area. I'm not sure how they might have been used differently in this situation, other than to perhaps help rescues in the coastal environment. Perhaps you are aware of another way.
As for the Navy, I'm not sure exactly what they did. Perhaps you can expand on that also.
As for army troops, todays arrival were the first ground troops that are on active duty to my knowledge. Perhaps you can link us to a report that refutes that. Who knows, you may be right.
I would certainly agree that areas other than NO have seemed to act much more professionally.

Though I believe it was last Friday or Saturday .. he did declare a preemptive state of emergency .. because Blanco wasn't taking the storm seriously
With the language they use, with the outrageous and false charges they make, they are preparing their young men for war. No doubt about it.

The good folks in NO have once again proven to the nation, that in some areas competence is less important than heritage.

The Mayor of NO and the Governor of LA blew it bigtime.
I've dealt with SEMO (State Emergency Management Office) here in NY, through 9/11, floods, ice storms, blizzards, and blackouts. It gets a little chaotic sometimes, but NY get things done.
King George Pataki may be an arrogant ass, an incompetent, and a crook to boot- but on 9/11 things got done. And Rudy Giuliani was right there at Ground Zero.
In NO and LA, incident command was never established.
It seemed as if nobody was in charge.
In NY, one of our best sources of info on disasters is the media- we have a wall of TVs in the operations centers. If a reporter sees something, the folks in charge find out. Representatives from every department- National Guard, State Police, Transportation, Conservation, every state agency- are there at the command center. If something needs doing, the request goes straight to the agency best able to handle it, word gets passed to the "boots on the ground" and stuff gets done.
D-1 the simple fact is they have put us all in considerable danger. The US prestige has suffered mightly in the foreign press as a result of all this and that will only embolden the terrorists.

Well I made the mistake of watching Hiraldo or Shep and one of them said these were the first army regulars today about 12:00 noon pacific time. If I was in error, I'm not going be shy about rolling over on them. LOL

No. In the military, if you pull rank, it's your a$$. If you sign your name in corporate America, it's your responsibility and authority.
