That if 1,2,3... a dozen looters had been shot the first day New Orleans would be a better place today? (And again, I'm talking about the actual thieves not the people trying to survive). One thing that confuses the objections to the "shoot on sight" policy is that it sounds like looters will be getting shot day after day after day.
You don't have to shoot on sight very long before would-be looters realize "hey, I might get shot on sight." We've now heard of multiple outrages as a result of people being stranded in places -- particularly Charity Hospital -- simply because rescue workers couldn't risk getting killed.
Rudy Giuliani's New York proved that James Q. Wilson's and George L. Kellings' "broken windows" theory was correct. People take cues from small instances of disorder and chaos and commit even worse acts of disorder and chaos. Clearly it works when the initial lawlessness isn't small. When criminals see that looting is permitted, they -- rationally -- conclude that everything is permitted. There have been rapes and beatings in the Superdome because that interpretation has become widespread.
How many people died because of the lawlessness that was allowed to fester....

while Goldberg makes a couple of interesting points in this post on NRO he has been a LOUD and stupid critic of the President for 2 days. This man of privledge, who has held exactly one teaching job overseas, as his career experience - besides writing- has been telling everyone that would listen how he would do it different. Doubt he ever held a gun or patched up someone needing it after being shot. Talk is cheap and so is he. / rant off

What if you are carrying a weapon just for self defense purposes?
Shooting anyone with a weapon is a bad idea.
You would not be roaming the streets if that were the case.
If I were still at my house, I'd be guarding it with a gun, probably from an upstairs window.
Also, if I were forced to be moving about in such an environment, I would prefer to be carrying arms.
So, all in all, I'd prefer the "bastards" be carefully discerned as actual looters caught in the act. Then shoot them.

If I were there, I might very well be trying to help others, but I would only do so while carrying a weapon.
Under your scenario, it would be better for me to sit home (or at what's left of my home) and not help at all.

You would not be roaming the streets looking like a thug if dumb enough to stay in the cesspool.
Sorry but there would be nothing good an individual would be doing in this environment. Everyone has been ordered out of the city and thus, anyone still there on the streets should be persumed to be up to no good. Once the Guard is in place there is no reason to be roaming around armed.
