That if 1,2,3... a dozen looters had been shot the first day New Orleans would be a better place today? (And again, I'm talking about the actual thieves not the people trying to survive). One thing that confuses the objections to the "shoot on sight" policy is that it sounds like looters will be getting shot day after day after day.
You don't have to shoot on sight very long before would-be looters realize "hey, I might get shot on sight." We've now heard of multiple outrages as a result of people being stranded in places -- particularly Charity Hospital -- simply because rescue workers couldn't risk getting killed.
Rudy Giuliani's New York proved that James Q. Wilson's and George L. Kellings' "broken windows" theory was correct. People take cues from small instances of disorder and chaos and commit even worse acts of disorder and chaos. Clearly it works when the initial lawlessness isn't small. When criminals see that looting is permitted, they -- rationally -- conclude that everything is permitted. There have been rapes and beatings in the Superdome because that interpretation has become widespread.

How many people died because of the lawlessness that was allowed to fester while the Governor talked about "bad apples" and her grave disappointment? How many resources might have been spared if a firm rule had been set at once? How many more cops and guardsmen are necessary to maintain order than would have been necessary if a zero-tolerance policy had been taken from the outset?

That's my take on it as well. As soon as looting was allowed, it all went downhill. The mayor and governor should be brought up on charges.
What's THAT about? I haven't heard that.
Anyone carrying anything other than food or medical supplies should be shot. No DVD players, no TVs, no Nikes, etc. Anyone too stupid to know what the priorities are should be "set free".
There's another post on NRO today that mentions what Chief Reuben Greenberg did in Charleston during Hurricane Hugo. He had cops out on the streets chasing down looters WHILE THE EYE OF THE HURRICANE PASSED! He knew they had no jail space, so he told the cops to just beat the looters senseless, they would pick them up later. Needless to say, there was no looting after the storm was over, even though it took 2 days for the National Guard to move in.
This is right on, but apparently the cops didn't have communication and so there would have been no way to inform them of the "shoot on sight" rule change... some didn't even know of the Martial Law order until told by civilians!!!!
If you're a cop, you're gonna want to be dahrities that could sustain this kind of disaster is a major issue here.
Just like a well marked mine field (not the mines themselves, just the field) is a better deterrent than a hidden one, the THOUGHT of being blown to bits will deter most.

The idea that a rescue helicopter in our own freakin' country has to face a 'hot LZ' is unconscionable.
Knowing how harsh everyone here at FR can be, I was reserving judgement on how the Louisiana governor is doing after reading some of the posts here.
I wonder no longer-- she is a liberal twit. Her police and National Guard needed to be shooting punks to get some order. Declaring Martial Law and then not being willing to shoot anyone is typical liberalism in (in)action. Today I heard on the radio that 10 cops at one precinct just turned in their badges. I would love to ask them why...
No that requires to much investigation and there is no time for that. Knocking out a couple of dozen of the armed will put a stop to the rest.
My only change to this would be that justified shootings were given serious media attention, otherwise there is no deterrent effect if the animals remain ignorant. Rabid dogs need to be put down.

You underestimate the power of the grape vine. Word gets out. Did in LA when Wilson sent in the troops.
These events are nothing new to those who know the ghetto mentality. Firemen are routinely fired upon fighting fires even when no hurricane is in place. Ambulences sent to projects must leave crew in the ambulence or the equipment is stolen. Cops face fire every day from these scum. If helicopters were buzzing around them they would be fired upon to by the vicious bastards we subsidize.
I think the mayor would have done a lot better if the Crybaby Governess had shown enough leadership to back him up and perform her own duties.
Her performance is a disgrace - if she had any decency, she would resign. Being utterly incapable of fulfilling her role, nothing would so stand to her credit, at this time.
