NEW ORLEANS — The situation in New Orleans was nearing rock bottom Friday as thousands of National Guardsmen armed with food, water and weapons streamed into the hurricane-ravaged city to bring relief to the suffering multitudes and take back the streets from the looters and armed vigilantes.

You can't compare the two. EVERYONE in New Orleans was affected by the flood.

I think it's fair to say that everyone in Manhattan was affected by the terrorist attack on the Twin Towers on September 11th.

I think we're dealing not only with a different mindset among the people, but an absurd vacuum of local leadership in that area. When 9/11 happened, Giuliani was on the streets and letting people know that the locals were in the thick of it and trying to save lives. In this case, the Leftist mayor helo'd his family out and the Leftist governor cried on TV.

That ain't leadership; that's a frickin' three-ring circus.

Did you see the pictures of the school buses underwater??? how do you propose those be used? And i would imagine the city buses are in similar straits.

In NYC the police and firemen gave their lives to rescue people. In NOLA, there is the perception that police officially resigned and became looters.

LA has also seen police "pullout".

Then again, when protesters riot in America during any of their events, there is never much will to do any genuine prosecution for their disruption. Lock them up but later drop the charges.

It is a difficult job. Deciding that it is "not worth doing" is a bad call during a disaster.

I still think that comparing 9/11 to NOLA is like comparing apples and oranges. The WTC disaster was confined to a few blocks and the city wasn't abandoned. As someone who has lived in the Bronx (for a short period of my life, but it wasn't Riverdale if you catch my drift), I can tell you that the thugs would be running rampant if ever a natural disaster happenned. Of course Pataki, RINO though he may be, would have the National Guard there immediately, with shoot to maim, if not to kill, orders.

btw -- in NYC it could fall either way, depending on the city's immediate response, local economy, etc. etc. One thing I can tell you, you wouldn't see cops walking off the job.

Maybe WTC can confirm or deny something I heard about the riots during the 1977 blackouts: the NYPD, already understaffed due to budget cuts, had a major problem with cops calling in sick when the order came in for all NYPD to report for duty.

during the most recent black out the only casualties to speak of were kids -- bodegas opened the freezers and gave away free ice cream. kids were vomiting in the streets, one hand clutching a quart of Cherry Garcia and the other hand a soup spoon...

The aerial view does not seem to agree with your assessment.

Moreover, you are counting only the horizontal damage and destruction; consider the sheer volume of the vertical damage and destruction (the WTC twin towers alone were 110 stories x 432,640 cubic fee per story x 2 towers) and you'll find the comparisons are valid.

Was the majority of Manhattan abandoned? Were the outer borough abandoned and under water.

I worked at the WTC. I know lower Manhattan well. IT IS A SMALL AREA. You can walk it all in 20-30 minutes. It was a tragic situation, but different from what we see in NOLA.

By 77 Serpico was in Switzerland with his dog. The city had laid off 6,000 cops (25%). In 1976 there were pcts in Brooklyn with only two radio cars and one anti-crime car on the street on the overnight. The activity in 77 was limited to certain nabes where they knew that the force was already spread dangerously thin.

New Yorkers came together. As corny as it sounds, it's true. For a brief moment in history, race, income, etc. etc. didn't matter in NYC. I think people remember that, even after everything is now back to relative normal. So I'd like to think that except for isolated incidents of morons seizing the chance, the city wouldn't devolve during a crisis.
