On Sunday they said, If a Category 4 and they were expecting a possible 5 hit, it could wipe out New Orleans. That was Sunday. Before the storm hit. Plus they knew the levees was only secure enough, guaranteed, built for a category 3

I do not blame Bush at all. He was the major reason for mandatory evacuation. He can't dictate to a state.

I do think the Local and State Government has some of the blame. A big part, as they didn't have a plan. They didn't get The State's National Guard out quick enough. They left those people with no communication.

I live on Long Island. If a Category 3 is predicted as a big probability. I'm out of here. I've done it in the past.

What we are having is a failure to communicate...

What I am saying is I don't care how well you plan, what is going on is not a fire drill. It is real life. The very nature of what happened, the unexpected way it happened, the immense geographical area, the amount of people, the devestation...etc. etc. is messy. By nature, it can't be solved on a time schedule or to satisfy the media.

It's like a war, and you know the saying... the battle plan lasts until the first shot is fired. After that, the best generals were those who could improvise on the spot.

You want nice/orderly/good pictures... I'm saying, I don't care what the plans were, that was not going to happen. The situation and circumstances would not allow it.

Hopefully, that made what I was saying clearer.

**Sigh** they've been ranting against HS since September 21, 2001, the day after the president announced he was going to create it, even though it wound up stuck in Daschle's senate until February, 2003 (when Leiberman tried to go to bat for Daschle after he was fired by ND voters). And people refuse to understand it wasn't created to take care of weather problems. In fact, if a law created to allow Homeland Security to take control of an American city was used to bypass the LA governor's office, the law may bave been abused. That also worries me.

They might have said it, but they didn't believe it. There is a difference. If they believed that the city would die, they have reacted differently. Because they didn't really believe that the levees would fail and the city would die, they did not plan for it. I don't care how you spin it now. No one expected the levees to fail.

They knew it. They have known it for 50 years. I will look for information for you. In any event, That's the point, they didn't know. It's a chance. I live on LI and believe me, my life is worth a lot more than holding out during a hurricane category 3 or above. I'm nervous with a 2. I sure hope, since I live in a Hurricane possible strike area, our local officials have an idea of what to do. Actually I'll be gone. It would be interesting to know, I will look into that.

If $500 million was being spent per day on Katrina , as FEMA claims, what exactly is being done? Wouldn't we see something more than what we are seeing and what the reporters are reporting?

We all know the US government spends mega-billions on the Dept of Education and we have zero return on investment there, and we know the US government has spent $405 billion on the Dept of Energy since 1978, and we are more dependent on foreign oil today than in 1978.

The question is why does it cost $500 million to have few helicopters and a handful of FEMA spokesmen doing TV interviews? Why is it so costly to do relatively little, or nothing in the case of the Depts of Education and Energy?

Many here a tFR cliam that the government is too gunked up and fat to get anything done and this claim by FEMA of $500 million per day adds to that arguement.

I value your opinion and hope you value mine.
